Can the license plate won at auction be used to replace a vehicle that already has a license plate?

Ms. Nguyen Thi Phuong Thao ( Nghe An ) expressed her concern about wanting to participate in the car license plate registration process but wanting to install the license plate on a vehicle that already has one; she wondered if the registration authority would accept this.

According to a representative from the Vehicle Registration and Management Team No. 2 ( Hanoi City Police Traffic Department), Circular 24/2023 states that to have a license plate from a vehicle won at auction installed on a vehicle already owned and registered, the owner needs to prepare a vehicle registration dossier. This dossier includes: a vehicle registration application form; a vehicle registration certificate; and the license plate.

The winning bidder is allowed to install this license plate to replace the one already on the vehicle.

The vehicle owner needs to go through the procedure of revoking the previously registered license plate for the car they wish to have registered with the license plate they won at auction. This procedure is carried out at the agency responsible for vehicle registration and license plate issuance.

Regarding the vehicle registration procedure after winning a license plate auction, a representative from the Vehicle Registration and Management Team No. 2 stated that the vehicle owner needs to fill out the vehicle registration form as required, then bring the vehicle to the Traffic Police Department (in their place of residence or where the auctioned license plate is managed) for vehicle inspection, provide the online vehicle registration file code, and submit the vehicle documents.

The license plate that was won at auction is transferred along with the vehicle.

In cases where vehicle ownership is transferred without the license plate being included in the auction, the vehicle owner submits the necessary documents and completes the repossession procedures. The organization or individual receiving the vehicle ownership then submits the required documents and completes the vehicle registration transfer procedures as per regulations.

In cases where vehicle ownership is transferred along with the license plate obtained through auction, the vehicle owner submits the necessary documents and completes the revocation procedure. The owner is not required to return the auctioned license plate but must submit a copy of the vehicle ownership transfer document and present the original for verification.

Organizations and individuals receiving the transfer of vehicle ownership must submit the necessary documents and complete the vehicle registration procedures as prescribed, and will be allowed to register and retain the original license plate number of the auctioned vehicle.
