Effectively implementing the task of protecting the Party's ideological foundation in border areas is a pressing issue that is being intensified by Party committees, authorities, and forces in the province to meet the requirements of national defense in the new situation. This is particularly evident in Binh Lieu district, a locality with a border stretching over 43.1km and 96% of its population being ethnic minorities.
For a long time, the people of Na Sa village (Hoanh Mo commune), like Mr. Hoang Kim Huong's family, have been accustomed to visits from local officials at their homes. Border guards, police officers, customs officials, and village secretaries/heads often come to inquire about the health, lives, and work of Mr. Huong's family members; and to share some new information about the security, defense, economic, political , and social situation in Hoanh Mo commune as well as Binh Lieu district. Receiving information directly in the local language with an easy-to-understand presentation, Mr. Huong and his family members quickly grasped the content of the information being disseminated.
"In this village, phone and internet signals are sometimes not very good, and we people don't have the habit of regularly watching TV or reading newspapers, so many new policies of the Party, State, and local authorities are not known to our families. Thanks to the officials who regularly come to our homes to exchange information, provide updates, and encourage us not to abet bad elements or disrupt public order in the area, we understand and follow their advice," said Mr. Hoang Kim Huong.
According to Mr. Bui Xuan Chieu, Party Secretary and Head of Na Sa village, villagers mainly use mobile phones for texting and calling, and not many know how to utilize the internet. A small number use the internet for entertainment purposes and do not proactively access propaganda information through social media or local Zalo groups. Recognizing this unique characteristic, border guards, police, customs officials, and local Party committees and authorities primarily use direct outreach and propaganda to strengthen the natural bond between officials and the people, facilitating propaganda activities and protecting the Party's ideological foundations.
The people of Hoanh Mo commune in particular, and Binh Lieu district in general, also receive support in implementing economic models and developing their lives. These programs to support economic development are "assisted" by various policies, most notably Resolution No. 06-NQ/TU dated May 17, 2021, of the Provincial Party Committee "On sustainable socio-economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in the period 2021-2025, with orientation to 2030".
Implementing this Resolution along with many poverty reduction policies, by the end of 2022, Binh Lieu district had only 154 poor and near-poor households; average income reached over 62 million VND/person/year, striving to reach 100 million VND/person by 2025. The district currently has no temporary or dilapidated houses, 11 villages meet the criteria to be removed from the list of particularly difficult areas; 100% of households have access to clean water and safe, quality electricity.
Social welfare is given attention, and the material and spiritual lives of the people are gradually improving. This is an important factor enabling the district to smoothly implement the Party's guidelines and policies, the State's laws, especially in protecting the Party's ideological foundation in the area over the past period.
From May 2019 to March 2022, Party committees and the Steering Committee 35 of the district issued 7 plans to implement Resolution No. 35-NQ/TW dated October 22, 2018, of the Politburo "On strengthening the protection of the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation," and Directive No. 42-CT/TU dated August 4, 2020, of the Provincial Party Committee Standing Committee "On strengthening the Party's leadership, effectiveness, and efficiency of state management in combating, preventing, handling, removing, and eradicating false, untrue, harmful, and toxic information on the internet about Quang Ninh province," ensuring suitability to the local context. Party branches and grassroots Party committees, agencies, and departments also proactively implemented plans linked to their professional duties. Emphasis is placed on tasks related to ideological work, information and propaganda, internal political security, border protection, and combating false and hostile viewpoints.
The district maintains the Facebook and Zalo accounts of the District Steering Committee 35, primarily sharing articles from the "Protecting the Party's Ideological Foundation" section of the Propaganda Magazine; the "Combating Peaceful Evolution" and "Preventing Self-Evolution and Self-Transformation" sections of the People's Army Newspaper; and articles from the "Quang Ninh Propaganda"... The District Military Command establishes sections, websites, blogs, and Facebook pages to publish news, articles, and comments supporting correct viewpoints and combating erroneous viewpoints; expanding links to pages such as "Ha Long in Many Colors," "Binh Lieu Border Sim Flowers," "Land and People of Military Region 3," and "Firmly Following the Party"...
The district is directing efforts to strengthen political theory work and to cultivate and educate on protecting the Party's ideological foundation. According to Mr. Duong Ngoc Khoa, Head of the District Party Committee's Propaganda Department, from 2019 to the present, the district has organized nearly 100 training courses on political theory, professional skills, and specialized topics for approximately 7,200 trainees. This is the main force in preventing and combating false and hostile viewpoints in accordance with Resolution No. 35-NQ/TW. In the coming time, the district will organize many professional training courses for grassroots-level personnel and collaborators of the Steering Committee for Resolution 35; focusing on training and guiding methods to combat false viewpoints and information on the internet and social media.
