The Ministry of Education and Training (MOET) has just issued Circular No. 11/2023/TT-BGDĐT, repealing Circular No. 23/2014/TT-BGDĐT which promulgated regulations on high-quality university-level training.
Courses that have already enrolled students in the High-Quality Training Program according to Circular No. 23/2014/TT-BGDĐT dated July 18, 2014, issued by the Minister of Education and Training, which stipulates regulations on high-quality university-level training, before this Circular comes into effect, may continue to be implemented until the end of the course.
Circular No. 11 takes effect from December 1, 2023.
The Ministry of Education and Training stated that the 2018 Higher Education Law and Circular No. 17/2021/TT-BGDĐT (regulating training program standards; building, appraising and promulgating training programs at all levels of higher education) do not contain the concept of high-quality training programs, therefore universities will no longer offer such programs.
