On the afternoon of April 8th, in Hanoi, the Ministry of Industry and Trade held a ceremony to announce the 2024 Free Trade Agreement Implementation Performance Index (FTA Index). The announcement ceremony was held in a hybrid format, combining in-person and online participation with localities nationwide.
Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, attended the announcement ceremony.
Attending the announcement ceremony were: Pham Minh Chinh, Member of the Political Bureau, Prime Minister; Bui Thanh Son, Member of the Central Committee of the Party, Deputy Prime Minister, Minister of Foreign Affairs ; leaders of ministries, sectors, localities, and businesses. Lai Van Hoan, Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee, also attended the ceremony. Leaders of departments, sectors, and localities participated via video link from the Thai Binh Provincial People's Committee.
At the ceremony, the Ministry of Industry and Trade announced the results of a survey and assessment of the implementation of the FTA Index in localities, the level of access to information about the FTA Index by the business community, the effectiveness of programs and policies supporting businesses in utilizing FTAs, the implementation of sustainable development commitments in FTAs at the local level, and the difficulties and obstacles that localities and businesses face in the process of implementing and utilizing FTAs...
The results show that the province with the highest overall score achieved 34.90 points, while the province with the lowest score only reached 14.49 points. Thai Binh ranked 31st out of 63 provinces and cities with a score of 25.36.
Leaders of departments and agencies attended the meeting at the Thai Binh Provincial People's Committee's location.
At the announcement ceremony, Prime Minister Pham Minh Chinh and leaders of the Ministry of Industry and Trade and other ministries and agencies presented Certificates of Merit to provinces and cities that have achieved outstanding results in implementing free trade agreements in 2024.
Speaking at the announcement ceremony, Prime Minister Pham Minh Chinh affirmed that, in the context of globalization and increasingly deep international economic integration, Free Trade Agreements (FTAs) have become a dominant trend to promote trade exchange between countries.
Vietnam is an active participant in this process. These FTAs bring many great benefits to the economy, such as boosting export growth, expanding markets, attracting foreign investment, and enhancing the production capacity and competitiveness of Vietnamese businesses. The commitments to institutional reform and transparency within the framework of the FTAs also create momentum for improving the domestic business environment.
However, the implementation of FTAs in Vietnam still faces many challenges. In this context, the Government has assigned the Ministry of Industry and Trade to develop a set of indicators to assess the results of implementing Free Trade Agreements (FTA Index).
The FTA Index aims to provide a transparent and objective database for the Government, central and local agencies in directing, monitoring, and managing integration efforts; supporting localities in evaluating the results of FTA implementation according to the proposed action plan. At the same time, it serves as a basis for formulating policies and development strategies appropriate to the conditions and potential of each locality.
