The Ministry of Education and Training has just requested all training institutions to review data in preparation for filtering out fraudulent applications for university and college admissions, with particular attention to publicly disclosing the method for converting admission scores.
Use all admission data downloaded from the common system.
In accordance with the 2025 enrollment plan, candidates have now completed the registration process for university and college admissions on the Ministry of Education and Training's common enrollment support system.
To ensure the smooth and efficient operation of the admissions system, the Ministry requires training institutions to strictly adhere to the regulations of the admissions rules and guiding documents.
In particular, the ministry recommends that schools pay special attention to the following important points.
For the first phase of the 2025 university and college admissions process, educational institutions will conduct admissions through the system, ensuring compliance with the Ministry's regulations and general plan. This includes using all results and evidence downloaded from the system (including high school graduation exam results, high school transcripts, aptitude and thinking assessments, valid foreign language certificates, etc.) to consider the applications submitted by candidates.
This is a new point compared to the ministry's previous regulations.
Specifically, the Ministry's guidelines for university and college admissions issued in May 2025 stipulate: "Candidates must submit supporting documents for admission consideration at the training institution (according to the training institution's instructions)."
According to these guidelines, in recent times, many universities across the country have required applicants to submit supporting documents for admission (international certificates, international language certificates, etc.) for preliminary selection within a timeframe specified by each university.
The school cannot download admissions data from the system until the score conversion has been publicly announced.
At the same time, the Ministry also requested schools to review the regulations on the difference in admission scores between different subject combinations and the rules for converting equivalent admission scores, adhering closely to the Ministry's guidelines, ensuring fairness, transparency, and accountability to candidates, parents, and state management agencies.
"Training institutions cannot download admission data and information from the system unless they have publicly announced the equivalent conversion of admission scores," the Ministry of Education and Training specifically noted.
This is one of the notable new features of the 2025 admissions season. Accordingly, schools must convert the equivalent admission scores and entrance thresholds between different admission methods and combinations.
According to this year's admissions regulations, schools are responsible for developing and publicly announcing this score conversion method.
However, the Ministry of Education and Training only provides a general framework, leaving schools to develop their own plans. This leads to a situation where each school has a different approach, which can make it difficult for candidates to find information and make comparisons.
The Ministry also requested that schools review supplementary criteria and enrollment data from previous years, determine an appropriate percentage of "ghost" enrollments during the admissions process, and ensure that the number of students admitted does not exceed the regulations.
Strengthen communication efforts regarding the training institution's admissions process, especially emphasizing fairness and transparency in the selection process across different admission methods and subject combinations; promptly and thoroughly address any suggestions or complaints from candidates; and coordinate with other training institutions to support and resolve any errors encountered by candidates during the admission and enrollment process (if any).
Strengthen internal inspection, auditing, and quality assurance activities to prevent errors and violations in the admissions process.
