The Ministry of Education and Training has just requested all training institutions to review data in preparation for filtering out fake university and college admissions, with special attention paid to publicizing the conversion plan for admission scores.
Use all admission data downloaded from the common system
Implementing the 2025 enrollment plan, up to now, candidates have completed their university and college enrollment registration on the general enrollment support system of the Ministry of Education and Training.
To ensure the system operates smoothly and effectively during the admission process, the Ministry requires training institutions to comply with the regulations of the admission regulations and guidance documents.
In particular, the ministry recommends that schools pay special attention to important content.
In the first round of university and college admissions in 2025, training institutions will conduct admissions on the system in accordance with the regulations and general plan of the Ministry, using all results and evidence downloaded from the system (including high school graduation exam results, high school transcripts, assessment of capacity, thinking, valid foreign language certificates...) to consider the wishes that candidates have registered.
This is a new point compared to previous regulations of the ministry.
Specifically, in the document guiding university and college admissions issued by the Ministry in May 2025, it is stipulated: "Candidates submit application documents proving admission at the training institution (according to the training institution's instructions)".
According to this guideline, recently, many universities across the country have required candidates to submit evidence of admission (international certificates, international language certificates, etc.) for preliminary selection within the time specified by each school.
Schools cannot download admission data from the system if they have not publicly announced the score conversion.
At the same time, the ministry also requires schools to review the announcement of regulations on the difference in scores between admission groups, the rules for converting equivalent admission scores closely following the ministry's instructions, ensuring fairness, transparency, and accountability to candidates, parents and state management agencies.
"Training institutions cannot download data and admission information from the system if they have not publicly announced the equivalent conversion of admission scores," the Ministry of Education and Training specifically noted.
This is one of the notable new points of the 2025 admission season. Accordingly, schools must convert the admission scores and input thresholds between admission methods and combinations.
According to this year's admission regulations, schools are responsible for developing and publicly announcing this score conversion plan.
However, the Ministry of Education and Training only provides a general framework, and schools proactively develop their own plans. This leads to a situation where each school has a different approach, which can make it difficult for candidates to find information and make comparisons.
The Ministry also requires schools to re-examine sub-criteria and enrollment data over the years, determine appropriate virtual ratios during the enrollment process, and ensure that the number of enrollments does not exceed regulations.
Strengthen communication on enrollment of training institutions, especially fairness and transparency in enrollment between enrollment methods and enrollment combinations; promptly and thoroughly resolve candidates' recommendations and complaints; coordinate with other training institutions to support and resolve errors for candidates during the enrollment and enrollment process (if any).
Strengthen internal inspection and control and internal quality assurance activities to prevent errors and violations in enrollment.
