The Ministry of Natural Resources and Environment is working with provinces in the Mekong Delta region on adjusting land use planning targets.

Attending the working session were the Chairman of the People's Committee of Vinh Long province, Lu Quang Ngoi; the Chairman of the People's Committee of Hau Giang province, Dong Van Thanh; the Vice Chairman of the People's Committee of Ben Tre province, Nguyen Minh Canh; the Vice Chairman of the People's Committee of Bac Lieu province, Huynh Chi Nguyen; the Vice Chairman of the People's Committee of Ca Mau province, Lam Van Bi; the Vice Chairman of the People's Committee of Kien Giang province, Nguyen Thanh Nha; the Vice Chairman of the People's Committee of Tra Vinh province, Nguyen Quynh Thien; and leaders of the Departments of Natural Resources and Environment of the provinces and cities of Long An, Tien Giang, Dong Thap, Can Tho, An Giang, and Soc Trang.

In his opening remarks at the working session, Deputy Minister of Natural Resources and Environment Le Minh Ngan stated that, in implementing Decision No. 326/QD-TTg of the Prime Minister on the allocation of targets for the National Land Use Planning for the period 2021-2030, with a vision to 2050, and the 5-year National Land Use Plan 2021-2025, localities nationwide have developed provincial plans and land use plans based on the targets allocated by the Prime Minister. However, during the implementation process since 2021, many localities have reported to the Party, State leaders, and the Ministry of Natural Resources and Environment about difficulties in allocating land use targets.

Therefore, the Prime Minister issued Official Dispatch No. 360/CĐ-TTg dated May 2, 2023, on the results of implementing the assigned land use plan targets; summarizing the land use targets that need adjustment in the Land Use Planning until 2030 and the Land Use Plan until 2025, in which he assigned tasks to the Ministry and localities to review and report on the results of implementing Decision 326 and proposed needs.

According to Deputy Minister Le Minh Ngan, the Ministry of Natural Resources and Environment has received reports from all 63 provinces and centrally-administered cities. The Ministry has compiled the results of implementation and proposed adjustments from the localities. Currently, 58 out of 63 provinces have requested adjustments to the land use targets allocated until 2025. These adjustments mainly concern several land use targets such as: rice cultivation land, industrial park land, infrastructure development land, transportation land, sports facility construction land, and energy project land. However, the reports and documents submitted by many localities do not clearly explain the needs and legal basis for proposing these adjustments to the land use targets.

Based on that, the Ministry proposed two options. Firstly, to submit to the National Assembly a decision to adjust the land use plan by adding targets for the 2026-2030 period to be implemented in the 2021-2025 period. Secondly, to propose an option to report to the Prime Minister for consideration within his authority to adjust some land use targets already approved by the Prime Minister in Decision 326.

Deputy Minister Le Minh Ngan expressed his hope that local leaders would provide feedback on the plans developed by the Ministry of Natural Resources and Environment based on the implementation of Decision 326 by localities, in order to meet the land use needs for key national projects, projects with the potential to attract investment, and synchronize infrastructure systems, contributing to the achievement of socio-economic development goals set by the National Assembly, the Government, and the Prime Minister.

At the meeting, Deputy Director of the Department of Land Planning and Development Chu An Truong presented in detail the plans developed by the Ministry of Natural Resources and Environment, and the criteria for allocating land use quotas.

At the meeting, representatives from local authorities provided feedback on proposed adjustments to the national land use planning targets for the period 2021-2030, with a vision to 2050, and the five-year national land use plan 2021-2025, as presented by the Ministry of Natural Resources and Environment. They also proposed adding some local land use targets based on practical experience.

Concluding the meeting, Deputy Minister Le Minh Ngan acknowledged and highly appreciated the opinions of the local leaders, stating that their contributions were responsible, dedicated, and helpful to the Ministry of Natural Resources and Environment in developing the plan for the Government Report. The Deputy Minister requested that provincial leaders direct their Departments of Natural Resources and Environment and other relevant departments to specifically calculate land use indicators, especially for transportation infrastructure and industrial zones, and submit them to the Ministry for compilation and reporting.
