According to the Hanoi Department of Internal Affairs, in implementing Resolution 35/2023/UBTVQH15 dated July 12, 2023, of the Standing Committee of the National Assembly on the reorganization of district and commune-level administrative units in the period 2023-2030, based on the prescribed criteria and standards and local realities, districts, towns, and cities have developed draft specific reorganization plans. From there, the Department of Internal Affairs appraised and proposed that a working group established by the City Steering Committee work with the leaders of some localities whose plans did not meet the requirements to reach a consensus and submit them to the City Party Committee for approval, the City People's Council for resolution, and report to the Ministry of Internal Affairs . Recently, the Ministry sent a working group to work with the City Steering Committee to appraise and submit the plan to the competent authority for approval.

To ensure that the restructuring and mergers do not cause major disruptions and that the operational system is efficient, the city has directed districts, counties, and towns to develop plans and methods for the placement and arrangement of officials, civil servants, and employees in a cautious, scientific , objective, and humane manner; meeting the aspirations and desires while matching the capabilities, strengths, and job positions of each official, civil servant, and employee.

Specifically, based on the capabilities of civil servants and public employees, the city will consider recruiting, transferring, and rotating them to work in agencies and units within the district-level political system and other localities in the city according to job requirements. For civil servants who are old or near retirement age, the city will grant them retirement benefits as prescribed; those wishing to retire or transfer will also have their requests addressed promptly. The city will arrange and transfer qualified personnel from areas with surplus to areas with shortages within the same district-level administrative unit; and has issued Resolution 17/2023/HĐND stipulating the support regime for redundant civil servants and public employees who retire due to administrative unit restructuring.

Hanoi's overall plan for reorganizing administrative units affects 130 communes, wards, and towns in 20 districts and municipalities. Accordingly, the city will reduce 61 communes and wards; and three districts (Thanh Tri, Hoai Duc, and Dan Phuong) will undergo reorganization as part of a plan to transform districts into urban districts.

In Long Bien district, with 14 wards, one ward (Sai ​​Dong) is subject to reorganization in the 2023-2025 period, and two wards (Phuc Dong and Phuc Loi) are adjacent commune-level administrative units with adjusted administrative boundaries during the reorganization. The District People's Committee has developed a plan and organized the implementation of the 2023-2025 administrative unit reorganization in a scientific and systematic manner; at the end of March 2024, it submitted the plan to the People's Councils at all levels for approval of the 2023-2025 commune-level administrative unit reorganization, organized consultations with voters in three wards and district People's Council representatives, ensuring it is consistent with the population characteristics, and guarantees progress, safety, economy, efficiency, democracy, and legality. In April 2024, the District People's Council held a specialized session to approve the plan for rearranging commune-level administrative units for the period 2023-2025, with 33 out of 34 delegates agreeing; the District People's Committee issued a submission to the City People's Committee.

“The district has completed the procedural steps according to the city's guidelines. In particular, the plan for arranging cadres and civil servants under the management of the District Party Committee Standing Committee has been basically completed; the plan for arranging civil servants and non-specialized personnel has also been fully developed. Basically, we have not encountered any difficulties in this work so far,” shared Nguyen Thi Thu Hang, Head of the Long Bien District Department of Internal Affairs.

Specifically, for Party organizations, the Fatherland Front Committee, and socio-political organizations, the District Party Committee Standing Committee will arrange and decide on the merger of ward Party committees into Party committees in the new administrative units; and consolidate the organizational structure according to the Party Charter. For the Fatherland Front Committee and socio-political organizations (Women's Union, Veterans' Association, Youth Union), based on agreement with the ward Party Committee, the Standing Committee of the Vietnam Fatherland Front Committee of the district and the Standing Committees of the district organizations will arrange and decide on the merger of organizations in the wards into a single organization in the new administrative unit. The number of members of these provisional organizations will follow the guidance of the competent Party authority and each organization. For the Ward People's Committee, the arrangement will be carried out after the National Assembly Standing Committee issues a Resolution on the arrangement of administrative units.

For agencies and units located within the ward, based on the healthcare needs of the people in the new administrative unit, the District People's Committee will coordinate with the Department of Health to merge ward health stations with appropriate staffing levels, but not exceeding the total allocated staff and the existing number of officials at the stations. This will then be reduced according to a 5-year roadmap as stipulated in Resolution 32/NQ-CP dated May 14, 2019. The City Police will guide and direct the arrangement of ward police in the new administrative unit to ensure the effective performance of tasks related to maintaining political security and social order. For schools in the merged wards, favorable conditions will also be ensured for students' learning and teachers' teaching.

Notably, regarding the reorganization of administrative units, the district has developed a plan for the staff and employees that both complies with current regulations and ensures their legitimate rights, concerns, and aspirations. Specifically, for the 5/5 officials under the management of the District Party Committee Standing Committee (Secretary, Standing Deputy Secretary, Chairman, and 2 Vice-Chairmen), the district has planned a solution. For the 7/7 professional civil servants, the district will transfer them to other units, handle their downsizing, or allow them to resign at their own request (if they do not meet the standards and conditions). For the 4/4 full-time officials of the Fatherland Front and socio-political organizations (Chairman of the Fatherland Front, Chairman of the Veterans Association, Chairman of the Women's Association, and Secretary of the Youth Union), the district has also planned a solution. With 8/8 part-time ward officials and 35 part-time neighborhood group officials, the surplus personnel will be terminated and supported according to Government Decree 29/2023/ND-CP and City People's Council Resolution 17/2023/NQ-HĐND.

Like other districts and counties with commune-level administrative units requiring reorganization, following a recent working session between the Ministry of Interior's delegation and Hanoi City on this issue, the Gia Lam District People's Committee has submitted a report to the City, outlining a proposed plan for the reorganization of commune-level administrative units. Notably, while adhering to the directives and guidelines of the Central Government and the City, the district has proactively taken additional steps to ensure compliance with regulations while maximizing the fulfillment of local needs.

Specifically, the Head of the Gia Lam District Department of Internal Affairs, Tran Trung Tuyet, said that this week, the District People's Committee is reviewing approximately 230 officials, civil servants, and employees in 12 communes and towns subject to reorganization to understand each individual's preferences and desires regarding the reorganization. This aims to develop a plan that best meets individual needs, aligns with local requirements, and complies with current regulations and job positions.

“While awaiting the issuance of the city's specific plan by the National Assembly Standing Committee, this is the most important task that the district is proactively focusing on in the rearrangement of commune-level administrative units, based on individual needs and aspirations and in accordance with regulations to come up with the most reasonable and appropriate arrangement plan for civil servants and public employees,” Mr. Tran Trung Tuyet affirmed.

Therefore, the implementation of the reorganization of district and commune-level administrative units in Hanoi must ensure that it does not affect the political system, the people of the capital, or impact the political security and socio-economic development of the country; it must comply with the Central Committee's directives, be consistent with local realities, contribute to streamlining the organizational structure and staffing, concentrate resources, improve the efficiency of local government and the quality of public service performance of officials and civil servants…” - Director of the Hanoi Department of Internal Affairs, Tran Dinh Canh .

Focus on stabilizing, building, and developing the new administrative unit.

To create new impetus for the development of the Capital after the administrative unit reorganization, the Director of the Hanoi Department of Internal Affairs, Tran Dinh Canh, said that immediately after the National Assembly Standing Committee's Resolution on the reorganization of Hanoi's administrative units is issued, the city will direct its localities to focus on reviewing the planning of districts, towns, and communes to suit the new administrative units; review grassroots cultural institutions; unify the plan for arranging, allocating, and maximizing the use of land, buildings, offices, and public assets, especially the effective exploitation, management, and use of schools and health stations… The city also aims to streamline the organizational structure and improve operational efficiency.

Regarding solutions for stabilizing, building, and developing the newly formed commune-level administrative units after reorganization, the city will focus resources on public investment in infrastructure construction; creating a transparent and favorable investment environment for businesses to develop… The city will also leverage resources to build new, renovate, upgrade, and expand health stations, schools, cultural facilities, agencies, and public works in the area; and continue to utilize resources from the people to build infrastructure and grassroots cultural institutions in villages and residential areas.

To ensure the effective implementation of the restructuring by local authorities, the city will direct continued dissemination of information about the purpose and importance of the administrative unit restructuring; ensure the stability of the organizational structure and personnel in the restructured administrative units; effectively address the issue of redundant staff and civil servants and employees who are to be transferred to other units or assigned to other positions; and continue to appoint qualified and capable officials and civil servants to the leadership positions of the restructured administrative units. In addition to promptly addressing the benefits and policies for redundant civil servants and employees, it is necessary to quickly arrange and effectively utilize the offices, buildings, land, and public assets of agencies, organizations, and units in the restructured administrative units, in line with the implementation roadmap of the Project on the effective management, exploitation, and use of public assets in the city.

In parallel with the request for localities to prioritize resources to support investment in infrastructure development for socio-economic development, creating a better living environment and conditions for local people during the restructuring, the city also directed relevant departments and agencies, as well as the People's Committees of districts, communes, and wards, to develop plans to support organizations and citizens in the process of transferring documents and records due to the restructuring.

For example, in Gia Lam district, after the central government approved Hanoi's plan for reorganizing district and commune-level administrative units, to facilitate citizens in handling paperwork, the district will implement a plan to send officials from relevant agencies directly to residential areas to assist people in carrying out the procedures, ensuring that it is done as quickly as possible according to the city's regulations and, most importantly, to meet the needs of citizens.

To provide the most convenient support for citizens in resolving procedures for transferring documents and records due to the reorganization of administrative boundaries of wards, the Long Bien District People's Committee has also assigned the District Police, the District Urban Management Department, and the Long Bien branch of the Land and Housing Registration Office to develop plans and methods to support citizens immediately after the administrative unit reorganization is implemented according to the decision of the competent authority.
