At this time, Quang Ninh has completed the plan for rearranging commune-level administrative units. Currently, localities throughout the province are urgently preparing to gather opinions from all voters in villages, hamlets, and neighborhoods regarding the rearrangement plan.

Over the past period, the province has focused on implementing the reorganization of the political system's apparatus in accordance with the resolutions, conclusions, and guidelines of the Central Government. The province has established a Steering Committee to direct the implementation of the reorganization of administrative units at all levels and to build a two-tiered local government organizational model.

Following the central government's directive, Quang Ninh province has developed a plan to reorganize its commune-level administrative units, reducing them by 60-70%. With the current number of 171 commune-level administrative units, and in accordance with the central government's directive, the province has proposed a plan to reduce them to 51, comprising 27 wards, 21 communes, and 3 special zones. This involves merging 145 commune-level administrative units into 48 units, a reduction of 97 units (66.9%); and reorganizing 26 units into 3 special zones. If the competent authority approves the establishment of 2 special zones in Quang Ninh, the entire province will reorganize 171 commune-level administrative units into 54 units, comprising 30 wards, 22 communes, and 2 special zones.

Currently, localities throughout the province are urgently completing preparations to gather voter opinions on the plan for rearranging commune-level administrative units, ensuring transparency, democracy, and compliance with the law. This aims to create high consensus and unity within the entire political system, especially gaining the trust and support of voters and the people for this policy.

In Quang Yen town, the People's Committees of wards and communes, and all cultural centers in villages and neighborhoods, have completed the posting of voter lists representing households. After posting the voter lists, the People's Committees of wards and communes also widely disseminated the information through various means to ensure "the people know, the people check, and the people supervise," contributing to the democratic, open, and transparent process of soliciting public opinion on the plan for rearranging commune-level administrative units. Simultaneously, preparations are underway to collect voter opinions through the distribution of opinion ballots. The opinion-gathering process is expected to take place simultaneously before April 19th.

According to Nguyen Minh Tuyen, Chairman of the People's Committee of Quang Yen Ward: The People's Committee of the ward has proactively directed all 16 neighborhoods to review voters in their respective areas, thereby compiling a list of voters representing households and publicly posting it at the ward's People's Committee headquarters and in all 16 neighborhoods, completing the process by April 9th. After a 10-day posting period, the ward will direct the organization of public consultations, and then report to the People's Council to hold a special session to seek opinions on the restructuring plan for the communes.

In Ha Long City, after completing the posting of the list of household representatives, the People's Committees of communes and wards have also established 243 voter consultation teams based on neighborhood areas, each team consisting of 3 to 5 members, and are ready to simultaneously organize voter consultations on April 17th. The implementation process ensures scientific rigor, strictness, democracy, and transparency, thus receiving high approval and support from the people. After collecting voter opinions on the plan for rearranging commune-level administrative units, the People's Committees of communes and wards in the city will submit the plan to the People's Councils at the same level for discussion and voting on the rearrangement of commune-level administrative units on April 18th, 2025.

During the consultation process, localities also focused on communication efforts, both to create consensus and to encourage voters to be active and responsible, clearly demonstrating their rights and obligations in providing feedback on the reorganization of commune-level administrative units.

According to Le Thanh Quynh, Chairman of the People's Committee of Le Loi Commune: "We have intensified propaganda and mobilization efforts through various forms, including loudspeakers and the commune's fanpages; we have also included it in Party branch meetings so that officials and Party members are well-informed. Based on our assessment of the people's situation, there are currently no dissenting opinions from the people in the area; most support and are enthusiastic about the reorganization of the commune-level administrative units and believe that the merger will bring great benefits to the country and the people."

The reorganization of commune-level administrative units and the establishment of a two-tiered local government model is an extremely important and significant task. This is not only a task of reorganizing the administrative apparatus, but also involves decentralization, delegation of authority, appropriate reorganization of administrative units, allocation of resources, and creation of space for development.

With the strong determination of the entire political system and the high consensus of officials, Party members, and all strata of the people, the reorganization of commune-level administrative units in the province will be an important foundation for building a government that is close to the people, responsive to their needs, and most effectively meets their demands; promoting socio-economic development and improving the lives of people throughout the province.
