Actively prepare for the merger of commune-level administrative units

At this time, Quang Ninh has completed the plan to rearrange commune-level administrative units. Currently, localities throughout the province are urgently preparing to collect opinions from all voters in villages, hamlets, and neighborhoods related to the rearrangement plan.

In recent times, the province has focused on implementing the reorganization of the political system according to the resolutions, conclusions and instructions of the Central Government. The province has established a Steering Committee to direct the implementation of the reorganization of administrative units at all levels and the construction of a two-level local government organization model.

In the spirit of the Central Government's direction, Quang Ninh has developed a plan to reorganize commune-level administrative units by 60-70%. With the current number of 171 commune-level administrative units, compared with the Central Government's direction, the province proposed to the Central Government a plan to reduce them to 51 commune-level administrative units, including: 27 wards, 21 communes and 3 special zones. Of which, 145 commune-level administrative units will be merged into 48 units, reducing 97 units (reaching 66.9%); 26 units will be arranged into 3 special zones. In case the competent authority approves that Quang Ninh has 2 special zones, the whole province will arrange 171 commune-level administrative units into 54 units, including 30 wards, 22 communes and 2 special zones.

At this time, localities in the province are urgently completing preparations to collect voters' opinions on the plan to reorganize commune-level administrative units, ensuring publicity, democracy and compliance with legal regulations. Thereby, creating high consensus and unity in the entire political system, especially the trust and support of voters and people for this policy.

In Quang Yen town, the People's Committees of wards and communes and all cultural houses in villages and neighborhoods in the area have completed posting the list of voters who are representatives of households. After posting the list of voters, the People's Committees of wards and communes also widely announced in many forms so that "people know, people check, people supervise" contributing to affirming democracy, publicity and transparency in collecting people's opinions on the plan to arrange commune-level administrative units. At the same time, step by step, preparing to collect voters' opinions by distributing opinion ballots. It is expected that the content of collecting opinions will take place simultaneously before April 19.

Chairman of Quang Yen Ward People's Committee Nguyen Minh Tuyen said: The Ward People's Committee has proactively directed 16/16 residential areas to review voters in the residential area, from which to create a list of voters representing households and organize a public posting at the ward People's Committee headquarters and 16 residential areas, completed on April 9. After 10 days of posting, the ward will direct the organization to collect public opinions, then report to the People's Council to organize a thematic meeting to ask for opinions on the arrangement plan for the communes.

In Ha Long City, after completing the posting of the list of voters representing households, the People's Committees of communes and wards have also established 243 groups to collect voters' opinions according to the residential area, each group has from 3 to 5 members and is ready to organize a mass collection of voters' opinions on April 17. The implementation process has ensured scientific , strict, democratic and public nature, so it has received high consensus and support from the people. After collecting voters' opinions on the plan to arrange commune-level administrative units, the People's Committees of communes and wards in the city will submit to the People's Councils of the same level for discussion and voting on the policy of arranging commune-level administrative units on April 18, 2025.

During the process of preparing to collect opinions, localities also focused on propaganda work, both to create consensus and to encourage and motivate voters to be active and responsible, clearly demonstrating their rights and obligations in giving opinions on the arrangement of commune-level administrative units.

Chairman of the People's Committee of Le Loi Commune, Le Thanh Quynh, said: We have strengthened propaganda and mobilization work in many forms, on loudspeakers and on the commune's fanpages; and at the same time, included it in Party cell meetings so that cadres and Party members can fully understand. Through understanding the situation of the people, currently the people in the area do not have opposing opinions, the majority support and are eager for the arrangement of commune-level administrative units and believe that the merger will bring great benefits to the country and the people.

The implementation of the arrangement of commune-level administrative units and the construction of a two-level local government model is an extremely important and meaningful task. This is not only a task of arranging the organizational apparatus, but also of decentralizing and assigning authority, rearranging appropriate administrative units, allocating resources, and creating space for development.

Believing that with the great determination of the entire political system and the high consensus of cadres, party members and people of all walks of life, the arrangement of commune-level administrative units in the province will be an important foundation for building a government that is close to the people and responds most quickly and effectively to the needs of serving the people; promoting socio-economic development, improving the lives of people in the whole province.
