The 26th session - the thematic session of the 14th Provincial People's Council considered many important contents, including discussing to pass the Resolution approving the policy of rearranging commune-level administrative units in Quang Ninh province according to the direction of the Central Government. This is an important content, which has been seriously, methodically and responsibly implemented by the province in the past time, creating consensus in the political system and the people.

Implementing the policies and directions of the Central Government on the project of rearranging and reorganizing administrative units at all levels and building a model of organizing a 2-level local government, the Standing Committee of the Provincial Party Committee has established a Steering Committee for rearranging administrative units at the commune level in Quang Ninh province; issued many leadership and direction documents for implementation. At the same time, the Provincial Party Committee of the People's Committee has been assigned to direct the development of a project to not organize at the district level and merge administrative units at the commune level.

The Provincial Party Committee and People's Committee have closely followed the directions and directives of the Central Government, the Provincial Party Committee, the Provincial Steering Committee and competent authorities, promptly issued plans to synchronously implement the work. The Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with the Department of Construction and the People's Committees of localities to develop plans to arrange commune-level administrative units. Localities in the province actively developed plans to arrange commune-level administrative units in their localities with a proactive spirit. During the implementation process, localities focused on doing a good job of informing and disseminating information about the necessity, plans to arrange commune-level administrative units and related contents, in order to spread and create consensus and unity of the entire political system from the province to the grassroots, especially the trust and support of voters.

By doing things methodically, seriously and scientifically, all tasks were implemented to ensure that they were implemented according to the set time frames. The plan to arrange commune-level administrative units of localities received high consensus from voters and people. Accordingly, 171 communes, wards and towns posted voter lists; organized public opinion polls for 2 days (April 17 and 18) by distributing ballots to voters representing households with a very high rate of consensus and support (reaching 99.31% of the total number of voters and 99.53% of the total number of ballots issued).

Based on the results of the voter consultation, the localities organized meetings of the People's Councils at the commune and district levels to discuss and approve the policy of arranging administrative units at the commune level with 100% of the delegates of the People's Councils at the commune and district levels attending the meeting voting in favor. Political security and social order and safety were ensured before, during and after the public consultation, and there were no hot spots, complaints or recommendations in the whole province.

Based on the synthesis of the project to rearrange commune-level administrative units of localities, and at the same time, based on the regulations and directions of the Central Government on the implementation of rearrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model, Quang Ninh has quickly developed a master plan for the whole province. In which, it is proposed to rearrange 171 commune-level administrative units into 51 units, including 27 wards, 21 communes, 3 special zones (Van Don, Co To, Mong Cai), reducing 120 units, reaching 70.17%. In case Mong Cai special zone is not established, the whole province will have 54 administrative units, including 30 wards, 22 communes and 2 special zones (Van Don, Co To), reducing 117 units, reaching 68.42%.

According to the leader of the Department of Home Affairs, in the process of developing the project to rearrange commune-level administrative units, the province has closely followed the direction and orientation of the Central Government, complied with the provisions of current laws and carefully considered the specific factors of historical traditions, culture, customs, geographical location, and natural conditions of the relevant administrative units, in accordance with the planning orientations approved by competent authorities. The commune-level administrative units after rearrangement ensure the standards of the corresponding administrative units according to regulations.

The project has been reported to the Standing Committee, the Provincial Party Standing Committee and the Provincial Party Executive Committee for comments. It is currently in the final step of being submitted to the 26th Session of the 14th Provincial People's Council for approval before being reported to the Ministry of Home Affairs for appraisal and submitted to the Central Committee for consideration and decision.

The arrangement of commune-level administrative units is really necessary and very important, a step to concretize the major policy of the Party and State to innovate, arrange the organizational apparatus of the political system to be streamlined, operate effectively and efficiently, and concentrate resources, maximize potential and advantages, and expand development space. The project to arrange commune-level administrative units of Quang Ninh province in 2025 will be soon appraised and approved as a basis for the whole province to start implementing, ensuring that commune-level administrative units operate stably from July 1, 2025.
