Proactive response plans
Storm No. 3 (Storm Yagi) is forecast to be very strong, with a high level of natural disaster risk and complex developments. In order to urgently deploy response work to Storm No. 3, the Ministry of Industry and Trade has issued Telegrams No. 6638/CD-BCT dated September 2, 2024, Telegram No. 6650/CD-BCT dated September 4 and Telegram No. 6751/CD-BCT dated September 6, 2024 to the Departments of Industry and Trade of provinces and cities likely to be affected by Storm No. 3; Corporations and General Companies under the Ministry; owners of hydroelectric dams, oil and gas projects, and mineral exploitation projects in the provinces and cities of the mountainous and midland regions of the North on urgently implementing response to storm No. 3 in 2024. In particular, the heads of units in the industry are required to focus on leading and directing resolutely and effectively the prevention and response to super storms with the highest spirit and responsibility.
In the above telegrams, the Ministry of Industry and Trade also requested units in the industry not to be subjective or negligent, to proactively organize close monitoring of forecast information, developments of storms, rains, and floods, and promptly direct and deploy response work. At the same time, it requested units to ensure safe and stable power supply, especially for important loads, ensure the safety of power projects and safety of downstream areas of hydropower projects under their management, strengthen inspection and direct units to self-inspect the work of ensuring the safety of dams and transmission and distribution grids to ensure sufficient and safe power supply for natural disaster prevention and control and ensure the safety of electricity for production and people's daily life.
Reporting at the meeting, Mr. Nguyen Duc Cuong - Chairman of the Board of Directors of NSMO said: Assessing that the storm could greatly affect the power system with strong winds and heavy rainfall over a large area in the northern part of the Gulf of Tonkin, the Company has strictly implemented the Prime Minister 's telegrams, the telegrams and Directives of the Minister of Industry and Trade and has developed solutions and response plans before, during and after the storm to ensure safe and stable operation of the power system.
To proactively respond to possible super storms and ensure safe operation of the power system, NSMO has requested A1, A3 and departments to strictly implement instructions at all levels on storm prevention work No. 3 and promptly deploy a number of tasks: Strengthen monitoring of weather forecasts and warnings through official bulletins of the National Steering Committee for Natural Disaster Prevention and Control and the National Center for Hydro-Meteorological Forecasting; Review disaster response preparations such as emergency response systems, SCADA systems, communications, etc.; strengthen leadership when storms occur; request NSMO units and departments to closely monitor the impact of natural disasters on the operation of the power system, the electricity market, and the impact on power supply to loads and continuously update on their official websites before 7:00 a.m. and 3:00 p.m. every day; Closely coordinate with EVN units and regional power transmission companies to review and evaluate stations and power lines that may need to be isolated due to landslides, floods or incidents, etc.; closely coordinate with transmission companies and power companies to grasp the impact of floods on the power system under their management to quickly restore power to ensure electricity for people's daily life and production, especially important loads serving local disaster prevention and search and rescue work.
On the side of Vietnam Electricity Group, Chairman of the Board of Members of EVN Dang Hoang An informed that EVN units have been seriously implementing storm prevention work; EVN also requested to inspect important power supply units such as: hospitals, telecommunications, provincial government headquarters... to ensure smooth communication so as not to affect the direction and operation work.
EVN has also developed a response plan, the power supply system and grid are forecast to be greatly affected, so it is necessary to work with other units so that when necessary, resources can be mobilized to support response and handling. "EVN is committed to strictly implementing the direction of the Government and the Ministry, being ready to face the storm, absolutely not subjective", the Chairman of the Board of Directors of EVN emphasized, at the same time, said that EVN officials are currently fully aware of the 24/7 duty, if there is any urgent problem, from leaders to officials, they must immediately take action.
Deploying response work with the motto "04 on-site"
Minister Nguyen Hong Dien highly appreciated the proactive and responsible spirit of the units under the Ministry, especially EVN and NSMO, which have seriously implemented and have plans to be ready to respond to storm No. 3.
Assessing that this is a strong storm, moving very fast and with very complicated developments, the super storm is forecast to make landfall in the area from Quang Ninh to Nghe An, Ha Tinh and is likely to increase in intensity, Minister Nguyen Hong Dien requested functional units under the Ministry, Groups and Corporations in the energy sector, especially EVN and NSMO to quickly deploy tasks to effectively respond to the storm.
First of all, seriously carry out the tasks assigned in Official Dispatches No. 86/CD-TTg dated September 3, 2024, No. 87/CD-TTg dated September 5, 2024 of the Prime Minister, Official Dispatches No. 6638/CD-PCTT dated September 2, 2024, No. 6650/CD-BCT dated September 4, 2024 and Official Dispatch No. 6751/CD-BCT dated September 6, 2024 of the Minister of Industry and Trade; prepare all resources well according to the "4 on-site" motto (on-site command; on-site forces; on-site means and materials; on-site logistics) to be ready to respond to any natural disaster situation.
The Minister requested EVN and the National Power Transmission Corporation to urgently review and make specific plans for mobilizing materials, equipment, means, conditions, and human resources to be ready to handle situations that may occur in any area, especially areas where storms make landfall. At the same time, he requested EVN to urgently direct local power units to proactively advise local authorities on leadership and direction to ensure the safety of local power systems. "We must maintain contact and ensure the direction of local authorities, and at the same time, closely coordinate with forces and functional units in the area to deploy storm prevention work in the most effective way," the Minister emphasized.
For the National Power System and Electricity Market Operation Company (NSMO), the Minister requested to seriously implement the approved storm prevention plan, and at the same time direct the grassroots units, especially the 3 centers A1, A2, A3, the centers and functional units located in the storm center and storm circulation areas to maintain on-duty mode, operate flexibly, safely, and stably the power system. In particular, direct the subordinate units to mobilize maximum resources to maintain 24/24h on-duty mode, ensure smooth communication with power generation units and power transmission units to ensure stable power supply in all situations, strictly comply with regulations on power system dispatch.
In addition, it is recommended that NSMO, EVN and EVNNPT coordinate more closely to be ready to promptly, smoothly and effectively handle any incidents that may occur, especially power source incidents and transmission incidents, paying attention to coastal areas and island areas.
The Minister also requested all units to organize 24/24h duty, strictly implement the regular reporting regime twice a day to the Office of Disaster Prevention and Search and Rescue of the Ministry of Industry and Trade to synthesize reports to the Minister and the Ministry's leaders to serve the direction and management of response to storm No. 3 and storm circulation. Units under the Ministry (Department of Industrial Safety Techniques and Environment, Department of Electricity and Renewable Energy, Electricity Regulatory Authority) EVN, NSMO closely coordinate in incident response, especially the transmission grid system and power generation sources.
Previously, the Ministry of Industry and Trade also directed EVN and leaders of units to directly go to areas where the storm is forecast to affect to inspect storm prevention work. Accordingly, Power Generation Corporations 1, 2, 3, along with Power Companies, Power Transmission Corporation, Power Transmission Company 1, have spread out to inspect units in preparing resources, being ready to handle and overcome incidents caused by storms; coordinating with NSMO to prepare backup sources if incidents occur; coordinating with telecommunications units to prepare materials and equipment to ensure smooth communication; implementing water level regulation at hydroelectric reservoirs... with the highest sense of responsibility to ensure the power system is operated safely, and the power grid is continuously transmitted. |
