The Planning and Finance Department, along with the three departments of Press, National Digital Transformation, and Information Security, are four units of the Ministry of Information and Communications that have recently had their heads and deputy heads appointed, reappointed, and delegated authority.
On November 7th, at the headquarters of the Ministry of Information and Communications, Phan Tam, Deputy Secretary of the Party Committee and Deputy Minister of Information and Communications, presented appointment, transfer, reappointment, and delegation decisions to five leading officials in four units under the Ministry, including the Planning and Finance Department, the Press Department, the National Digital Transformation Department, and the Information Security Department.

According to a newly announced decision, Mr. Le Van Tuan, Director of the Information Security Department, has been transferred and appointed as Director of the National Digital Transformation Department. With his extensive experience as a senior leader in various units, Mr. Le Van Tuan is trusted by the Party Committee and the Ministry's leadership to work together with the National Digital Transformation Department to create a unified and cohesive team, coordinating to promptly address the unit's numerous and challenging tasks.
Replacing Mr. Le Van Tuan as Director of the Information Security Department is Deputy Director Tran Quang Hung, who was recently appointed Acting Director of the Information Security Department by the Minister of Information and Communications on November 6th. This is an opportunity for Mr. Hung to continue working with the staff and employees of the Department to contribute to protecting Vietnam's prosperity in cyberspace, and also an opportunity to improve his own capabilities.
The leadership of the Information Security Department has also been strengthened by the Minister of Information and Communications with the addition of a Deputy Director, Mr. Le Anh Tuan, who was recently transferred from the Department of Digital Economy and Society to the Department. With the addition of Mr. Le Anh Tuan, the Information Security Department has more leadership personnel to consolidate financial investment activities and enhance infrastructure to better serve the purpose of ensuring network information security.

Ms. Dinh Thi Linh Huong, a senior specialist in the Planning and Finance Department, has been appointed Deputy Director of the Planning and Finance Department effective November 6th. Ms. Dinh Thi Linh Huong assumes this new role at a time when the Planning and Finance Department is undergoing a generational leadership transition from those born in the 1960s to those born in the 1970s and 1980s, with the expectation that she will contribute to opening a new chapter for the unit.
Recognizing the outstanding achievements over the past five years and the innovative action plan of Ms. Mai Huong Giang, who has dedicated 23 years to journalism, the leaders of the Ministry of Information and Communications have decided to reappoint her as Deputy Director of the Press Department.
Congratulating the newly appointed officials, Deputy Minister Phan Tam stated that the Party Committee and the leadership of the Ministry of Information and Communications acknowledge and highly appreciate the spirit of service, dedication, and willingness to undertake challenging tasks demonstrated by the five individuals taking on new responsibilities.
According to Deputy Minister Phan Tam, the newly appointed, reappointed, and reassigned officials have been very serious and responsible in developing action plans for the future; they have set high goals and adopted new, creative approaches to help overcome difficulties and develop their units.

Stating that the Ministry of Information and Communications' assignment of new tasks is an opportunity for officials to be trained, nurtured, honed, and challenged, Deputy Minister Phan Tam also noted the heavy responsibility of leading officials at the present time, as there is still much work to be done in 2024 and preparations are underway for 2025, a year requiring thorough preparation for the next five-year term, marking the beginning of a new era of national progress and the implementation of the digital transformation revolution.
“In this context, the Party Committee and the leadership of the Ministry of Information and Communications hope that those of you taking on these responsibilities today will strive together with the collective of officials, civil servants, and employees of your respective units to do better, be more creative, more thorough, more decisive, and have more breakthroughs in thinking, finding solutions to solve problems,” Deputy Minister Phan Tam suggested.
The officials who received their new responsibilities all thanked the leaders of the Ministry of Information and Communications for their trust and pledged to work together with their unit's team to successfully complete the assigned tasks in the coming time.
Recognizing the immense challenge of his new role at the National Digital Transformation Agency, Mr. Le Van Tuan stated that one of the key tasks he and the agency will focus on in the coming period is to effectively advise and coordinate with relevant Party units to finalize and obtain early approval from the Politburo of the Resolution on digital transformation; and to advise on the development of implementation plans after the Resolution is issued, so as to quickly translate the Resolution's orientations into concrete activities in the documents and resolutions of Party congresses at all levels.
In his new role, Acting Director of the Information Security Department Tran Quang Hung pledged not to betray the trust of the Ministry of Information and Communications' leadership, and to work together with the leadership team of the Information Security Department to best fulfill key tasks such as: building a united and strong department; continuing to develop a highly skilled force of information security experts; and continuously and proactively researching and applying new technologies in the field of information security.
At the same time, we need to enhance our capacity to monitor and process information in cyberspace to meet new demands and prepare for the important upcoming task of the 14th Party Congress; and focus on protecting citizens in cyberspace...
Deputy Director of the Information Security Department, Le Anh Tuan, pledged to do his best to research, learn, and complete the assigned tasks, including: advising on the licensing of businesses providing information security products and services; organizing the issuance of import licenses for information security products; organizing inspections, examinations, and handling of administrative violations of laws in the field of information security; managing investment and finance; and international cooperation on information security.
Along with clearly defining the three key tasks to focus on in the coming period, Deputy Director of the Planning and Finance Department, Dinh Thi Linh Huong, shared that the new tasks are both a recognition and a great challenge, requiring greater responsibility, a broader vision, and even more decisiveness in the work.
Deputy Director of the Press Department Mai Huong Giang confided: “I promised myself that the next term will be different; at least, a better version of myself than yesterday; fostering creativity, new approaches, and challenging myself more. I have developed my action plan for the next five years and am committed to implementing it.”
