At the conference, representatives of the Ministry of Construction disseminated a number of legal documents, including: Law on Urban and Rural Planning No. 47 of the National Assembly; Decree No. 145 dated June 12, 2025 of the Government stipulating the division of authority between local authorities at two levels, decentralization and decentralization in the field of urban and rural planning; Decree No. 178 dated July 1, 2025 of the Government detailing a number of articles of the Law on Urban and Rural Planning; Decision No. 18 dated June 28, 2025 of the Prime Minister stipulating the order and procedures for approving local adjustments to planning organized by the People's Committees of the provinces; Circular No. 16 dated June 30, 2025 of the Minister of Construction detailing a number of articles of the Law on Urban and Rural Planning; Circular No. 17 dated June 30, 2025 of the Minister of Construction promulgates norms, methods of establishing and managing costs for urban and rural planning activities. In addition, delegates were also informed of Resolution No. 66.1 of the Government stipulating the handling of difficulties and obstacles in establishing new, adjusting and approving zoning plans for urban areas when implementing the arrangement of administrative units at all levels and organizing 2-level local governments.
The conference helps delegates grasp, strictly and effectively implement the new law and related legal documents; promote propaganda and dissemination at agencies, units and localities in the coming time.
