Si Pa Phin is a mountainous border commune, located in the Northwest of Dien Bien province, nearly 85km from the provincial administrative center. The infrastructure here is still lacking, the people's lives are still difficult; the whole commune has 700 poor households, accounting for 35.02%; near-poor households are 302 households, accounting for 15%; the estimated average income per capita in 2025 is: 20.19 million VND/year. In recent years, the political security situation, social order and safety in the commune have been stable, the economy, culture and society have tended to develop well. National target programs and social security support policies have been implemented promptly. The political system has been consolidated and improved, the leadership and management capacity of local Party committees and authorities has been basically improved to meet the requirements and tasks. After inspecting the situation, speaking at the working session, General Secretary To Lam praised the efforts of the local government and functional forces; at the same time, he emphasized that the activities of the commune-level government are not just administrative activities, but a huge step forward when the local government, on behalf of the State, implements the Party's policies to the people and creates conditions to improve the people's lives to have a prosperous and stable life and continues to implement the resolutions and conclusions of the Central Committee to the grassroots level.
General Secretary To Lam requested Party committees and authorities of communes to continue to strictly implement regulations on the operation of the political system; review all assigned tasks and administrative procedures to ensure smooth operation and avoid interruptions; complete the system of internal regulations and rules to create a legal foundation for the effective operation of the commune-level political system; the Vietnam Fatherland Front and departments and branches continue to pay attention to and coordinate support in the process of preparing and operating the political system in accordance with regulations, ensuring consistency, effectiveness and efficiency.
Regarding the tasks in the coming time, General Secretary To Lam emphasized that, along with ensuring the drastic implementation of the Central and provincial solutions to ensure socio-economic development, national defense and security in the area, local authorities need to continue to focus on implementing solutions for poverty reduction, taking better care of the lives of ethnic minorities and people in the area, especially focusing on hunger eradication and poverty reduction, paying attention to the fields of health care and education and training, and the spiritual life of the people so that no one is left behind.
Regarding education and training, General Secretary To Lam stated that the Party has always identified education and training as the foundation for rapid and sustainable national development. Most recently, in working sessions with ministries, branches and localities, the Central Government has paid special attention to the need to develop models of boarding and semi-boarding schools for ethnic minorities in border areas, remote areas, and areas with many socio-economic difficulties. Therefore, investing in building primary and secondary schools in border communes is a correct and timely policy, with profound humanity and strategic vision, demonstrating the Central Government's concern for localities, sharing between urban and mountainous areas.
General Secretary To Lam said that the Politburo assigned the Government Party Committee to lead and direct ministries, branches, functional agencies and People's Committees of border provinces to implement the above policy. In particular, it directed the Party Committee of the Ministry of Education and Training to preside over and coordinate with localities and relevant agencies to review, amend and supplement relevant regulations in the direction of ensuring that students in land border communes enjoy boarding and semi-boarding policies suitable to the practical difficulties in terrain and geographical distance; coordinate with the Ministry of Home Affairs to develop a suitable teacher arrangement plan based on reviewing the current teacher payroll and future needs, training teachers in ethnic languages, proposing a budget to maintain school operations and allowances for teachers suitable to new conditions; Develop policies to encourage human resources to participate in serving border communes and plans for schools nationwide to form sister schools with schools in border communes to exchange, connect and support disadvantaged schools in border areas.
* On the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), General Secretary To Lam and the delegation visited and presented gifts to the family of Dien Bien soldier Vang A Chao (born in 1929, permanent resident of Nam Chim 1 village, Si Pa Phin commune), father of martyr Vang A Sia, who died in the battle to protect the northern border of the Fatherland in 1979.
On the same day, General Secretary To Lam and the delegation visited and presented gifts to ethnic people in Tan Lap village, Si Pa Phin commune, Dien Bien province.
