On December 19th, the Block of Standards, Metrology and Quality, Atomic Energy and Nuclear Radiation Safety, Information and Statistics (Ministry of Science and Technology) held a conference to summarize its work in 2025 and determine key directions and tasks for 2026.

On behalf of the Bloc, Mr. Nguyen Nam Hai, Chairman of the Committee on Standards, Metrology and Quality, presented a comprehensive report on the achievements in 2025 - a year considered a crucial turning point for the fields of standards, metrology and quality, information-statistics, and atomic energy.

In the field of standards, measurement, and quality, 2025 marks many outstanding achievements in improving institutions and enhancing the effectiveness of state management. The Law on Standards and Technical Regulations; the Law on Product and Goods Quality, passed by the National Assembly , along with 2 decrees and 5 guiding circulars, have created a comprehensive and solid legal framework for standardization, measurement, and quality activities.

The development and promulgation of standards continued to be promoted, with 510 national standards (TCVN) being reviewed and 323 new TCVNs published, focusing on key areas such as high-speed rail, smart cities, and digital identification. Measurement activities recorded 5,176 approved measuring instrument models and 5,900 measurement standard certificates issued, contributing to ensuring accuracy and transparency for the economy .

According to the National Agency for Science and Technology Information and Statistics (NASTIS), 2025 is considered a breakthrough year in terms of institutional framework and data infrastructure. The issuance of Decree 262/2025/ND-CP has synchronized information, statistics, evaluation, and digital transformation activities in the field of science and technology.

The national information system on science and technology has been strongly developed, completing the connection of 7 specialized databases, especially successfully connecting the database of science and technology human resources with the national population database. The national database has been enriched with more than 68,000 science and technology projects, 420,000 scientific publications, and 40,000 personnel.

Information activities continued to be effective, with nearly 1,900 certificates of task completion issued and over 1.67 million downloads of documents from international databases. The statistics sector completed the 5th Enterprise Innovation Survey, providing crucial data for indicators such as global innovation and local innovation.

For the Vietnam Radiation and Nuclear Safety Agency (VARANS), 2025 marks a particularly important step forward with the passage of the amended Atomic Energy Law by the National Assembly, along with numerous decrees and guiding documents, creating a modern legal framework for restarting the nuclear power program.

Licensing and inspection work was carried out seriously and effectively, with 1,475 new licenses issued and 56 inspections conducted, achieving 100% of the plan.

International cooperation continues to be strengthened through close coordination with the IAEA, participation in international conventions, and hosting inspection delegations. The Department of Radiation and Nuclear Safety is increasingly asserting its role as a core, proactive, and professional specialized state management agency.

For the Vietnam Atomic Energy Institute (VINATOM), 2025 also saw many outstanding achievements in research, application, and international cooperation. The Institute welcomed many high-ranking leaders of the Party and State, demonstrating their special interest in the field of atomic energy.

Scientific research activities yielded impressive results with 165 internationally published works (ISI, Scopus), and the successful organization of the 16th National Conference on Nuclear Science and Technology. The Da Lat nuclear reactor operated safely for 2,490 hours and was efficiently utilized. Revenue from services and applications reached VND 497.5 billion. Key projects such as the Nuclear Science and Technology Research Center (CNST) and reactor upgrades are continuing to be implemented.

In his concluding remarks at the conference, Minister of Science and Technology Nguyen Manh Hung highly appreciated the efforts of the four units, noting that they not only completed their regular tasks but also successfully handled many first-time, difficult, and new tasks in the context of significant organizational changes.

Regarding the field of information and statistics in science and technology, the Minister stated that without information there is no development, and without measurement there is no management; he also requested the Department of Information and Statistics to shift strongly from data collection to a central point of information serving governance, from data tables to information with policy implications, and from requesting data to connecting, standardizing, and updating in real time.

Regarding the field of quality measurement standards, the Minister affirmed that standards must be modern and proactive, leading development. By 2026, the number of published standards should not stop at 400 but must reach at least 1,000, while simultaneously reforming the lawmaking process towards fewer, faster, and more accurate amendments.

The National Standards and Quality Measurement Committee needs to shift its role from a regulatory and control body to one that designs national quality infrastructure, manages quality based on data, and works alongside businesses from the outset.

Regarding atomic energy, the Minister emphasized the development philosophy of safety, autonomy, cooperation, and sustainability. The Department of Radiation and Nuclear Safety must be upgraded to become the national nuclear regulatory agency, and the Vietnam Atomic Energy Institute must transform into the national nuclear technology institute.
