In this new phase, Ca Mau is focusing its resources on providing support through a "giving people the means to earn a living" approach to help reduce poverty sustainably.

On the afternoon of May 27th, Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ca Mau province, stated that during the 2025-2027 period, Ca Mau will implement a livelihood support project with a scale of over 578 billion VND, focusing maximum resources to support vulnerable groups and contributing to sustainable poverty reduction in a comprehensive manner.

According to a report presented at the Conference on Solutions to Reduce Poverty in Ca Mau Province in 2026 and the 2026-2030 period, by the end of 2025, Ca Mau province will have only 3,456 poor households, accounting for 0.63%. Compared to the previous period, Ca Mau has helped more than 1,000 households escape poverty (a reduction of 0.21%), successfully achieving the goal of keeping the poverty rate below 1%.

One of the notable achievements in 2025 was the breakthrough in the locality's program to eliminate temporary and dilapidated houses. Ca Mau mobilized a total of over 471 billion VND to successfully build and repair 9,594 houses.

Thanks to effective resource mobilization, Ca Mau has completed the construction and renovation of 9,594 houses, helping poor and near-poor households have a warm and secure place to live.

Of these, 5,425 units are specifically allocated to poor and near-poor households, and 531 units to ethnic minorities, creating a solid foundation to help people settle down and make a living.

The model of providing capital support to expand vegetable farming in Dam Doi commune has helped many farming households improve their lives.

Immediately after completing the demolition of temporary and dilapidated houses, Ca Mau activated the Livelihood Support Project for the period 2025-2027, with a budget of over 578 billion VND, focusing maximum resources on supporting vulnerable groups.

This is considered one of Ca Mau province's groundbreaking solutions in the new phase, aiming to shift towards a more profound approach to poverty eradication by giving people the "tools to earn a living".

After securing housing, vulnerable groups in Ca Mau urgently need support through practical models to establish livelihoods and rise out of poverty.

Despite positive results, the poverty rate in some remote areas of Ca Mau remains high, with some places like Khanh Lam commune at 2.79%; the risk of falling back into poverty is still very high because people's livelihoods are not yet truly sustainable.

Notably, among the remaining poor households, as many as 27.45% belong to the group unable to work, making it very difficult for them to improve their lives.

Furthermore, the replication of exemplary poverty reduction models is slow; resource allocation is sometimes inadequate, and a segment of the population still harbors a mindset of waiting for and relying on government support policies…

To effectively implement poverty reduction efforts in the coming period, the Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ca Mau province, Lu Quang Ngoi, requested that all levels and sectors in the province focus on accelerating the comprehensive implementation of the "Livelihood Support Project giai đoạn 2025-2027" in a substantive manner.

The specialized agencies of the province are tasked with acting as the focal point for advising and urgently promoting the application of technology and digitizing online software for managing poor household data to replace manual methods.

In addition, the entire province is focusing on effectively integrating preferential credit sources, improving the quality of access to healthcare and education services, and resolutely fostering the spirit of self-reliance and the aspiration to sustainably escape poverty among the local people themselves…

Emphasizing the importance and central task of poverty reduction, Comrade Nguyen Ho Hai, Member of the Central Committee of the Party and Secretary of the Ca Mau Provincial Party Committee, requested the Party Committee of the Provincial People's Committee and localities in the province to regularly inspect, monitor, and evaluate the effectiveness of policies to ensure they reach the right target groups and are implemented openly and transparently.

At the same time, it is necessary to focus on summarizing practical experiences, resolutely rectifying and strictly dealing with places that are irresponsible and ineffective in implementing poverty reduction and social security programs…
