Science and technology development indexes continue to increase strongly.

In September 2025, the Ministry of Science and Technology recorded impressive results, with the total revenue of the whole industry estimated at nearly 499 billion VND, a sharp increase of 22.6% over the same period last year, contributing more than 107 billion VND to the national GDP.

The above information was given at the regular September press conference held by the Ministry of Science and Technology this morning (September 26) chaired by Deputy Minister Bui Hoang Phuong, with the participation of representatives of many units under the Ministry of Science and Technology.

Marking outstanding results in leadership and management

At the press conference, representatives of units of the Ministry of Science and Technology announced that the industry's development indexes continued to increase sharply. Notably, compared to the same period in 2024, the Ministry of Science and Technology had a rate of online applications reaching 39.85%, an increase of 4.24%.

ICT industry revenue reached VND478,539 billion, up 9.4%. Postal output in July is estimated at 330 million items, up 18.7%. Vietnam's mobile network speed ranked 19th globally (148.64 Mbps), up 29 places.

The total number of published standards is 40 TCVN; the number of ISO/IEC standards accepted as TCVN is 36 TCVN. Total transactions on the National Data Integration and Sharing Platform (NDXP): 3.3 billion successful transactions as of July 18, 2025. The VQII quality infrastructure index in June increased by 2.054%, contributing an estimated 0.87 billion USD to GDP.

In addition, the number of mobile game downloads in Vietnam in the first 6 months of the year reached 5.2 billion, expected to exceed 10.3 billion by the end of the year. Revenue from major e-commerce platforms is expected to reach 387.5 trillion VND, up 21.5%. The scale of Vietnam's AI economy is expected to reach 120-130 billion USD by 2040.

Deputy Minister of Science and Technology Bui Hoang Phuong said that September 2025 marks many special milestones for the industry. Major events and key legislative tasks clearly demonstrate the determination of the Ministry of Science and Technology to continue accompanying the country on the journey of rapid and sustainable development.

In September 2025, in addition to the Telegrams, Plans, and Lists issued by the Ministry of Science and Technology, the Ministry directed and coordinated the successful organization of: The 7th National Innovative Startup Forum in Quang Ninh province with the theme: "Converging global resources to develop the local innovation and startup ecosystem in the digital economic era"; Scientific seminar to discuss the development of a strategic technology program framework and strategic products to concretize Decision No. 1131/QD-TTg dated June 12, 2025 of the Prime Minister...

Notable events include: Scientific workshop “Supporting the improvement of the quality of proposal documents of enterprises participating in the implementation of science and technology tasks sponsored by the National Foundation for Science and Technology Development; Conference to disseminate the results of the assessment of the Global Innovation Index (GII) according to the Report of the World Intellectual Property Organization announced on September 16.

Accordingly, in 2025, Vietnam's GII will rank 44/139 countries (economies) and be recognized by WIPO as one of the 9 middle-income countries with the fastest improvement in rankings since 2013. Vietnam is one of the 3 countries (China, Vietnam, Ethiopia) with the fastest labor productivity growth rate in the period 2014-2024.

The 60th Meeting of Members and the Asia-Pacific Internet Exchange (IX) Operators and Managers Conference (APIX32) in Da Nang is also the region's highest-level event on Internet resource management policy, Internet technology, Internet connectivity and routing. The event gathered more than 800 leaders and experts from 53 countries, thereby strongly affirming the role and position of Vietnam in the international Internet community.

Notably, the Scientific Workshop “Unlimited Power and Unpredictable Challenges of Artificial Intelligence (AI) - Impacts and Policy Responses”; Conference on Dissemination of the Law on Digital Technology Industry (held on September 24 in Ho Chi Minh City). The Ministry has also re-organized the auction of radio frequency usage rights for the 703-713 MHz and 758-768 MHz bands (B1-B1' band block) and 723-733 MHz and 778-788 MHz bands (B3-B3' band block)...

VNPT is the winning bidder for block B1-B1' with a price of 1,995,613 billion VND. Thus, after Viettel, VNPT is the second network operator to win the auction of the 700 MHz band for 4G, 5G, helping telecommunications businesses expand and improve coverage quality.

Implementing many important events and key strategic tasks in September and October

Mr. Dong Hai Ha, Deputy Chief of Office of the Ministry of Science and Technology, said: The ceremony to celebrate the 80th anniversary of the post and telecommunications sector, the 66th anniversary of the science and technology sector and the 1st Patriotic Emulation Congress will be held on September 29. The event is of special significance, marking the 80th anniversary of the formation and development of the post and telecommunications sector, and honoring the 66 years of contributions of the science and technology sector to the cause of building and defending the Fatherland.

At the press conference, Deputy Minister Bui Hoang Phuong emphasized: "This is an opportunity to review the glorious tradition, pay tribute to generations of cadres, scientists, engineers and workers who have contributed to the common cause of the industry; at the same time honor and commend outstanding collectives and individuals in the patriotic emulation movement, creating new momentum and new motivation for the entire industry in the new era of the country."

In October, the National Innovation Day 2025 and the Vietnam International Innovation Exhibition 2025 will take place from October 1-3, a key event to connect the national innovation ecosystem, promote links between state management agencies, businesses, institutes and international organizations. The National Innovation Center (NIC) in collaboration with the Department of Innovation (SATI) will organize at Hoa Lac High-Tech Park, Hanoi.

The Vietnam International Innovation Exhibition 2025 is expected to attract 40,000 visitors, bringing together hundreds of domestic and foreign enterprises, displaying new products and technologies in 11 key areas, along with forums, seminars, STEM programs, creating a space for cooperation and investment promotion.

According to Deputy Minister Bui Hoang Phuong, this is an annual national event, with the participation of Party and State leaders; leaders of ministries, branches, localities; international organizations, enterprises, research institutes, and universities. Thereby, affirming the strategic role of science, technology and innovation in socio-economic development, while honoring breakthrough creative ideas, contributing to promoting the innovation ecosystem.

From October 27-29, Vietnam International Digital Week 2025 took place in Ninh Binh and Hanoi. It is an annual international forum chaired by the Ministry of Science and Technology, aiming to promote global cooperation and connection in the field of digital technology.

Vietnam International Digital Week 2025 is expected to have 500-1,000 delegates, including senior leaders of international organizations (ITU, United Nations, ASEAN, World Bank, EU...), Ministers of ASEAN countries and strategic partners such as: Australia, Korea, United States, and leaders of global technology corporations such as: Starlink, Qualcomm, SK, Huawei, Nokia, Ericsson, Viettel...

“This is an important international forum, bringing together policymakers, experts, domestic and foreign businesses, focusing on discussing the development trends of digital transformation, digital economy, digital society and sharing experiences in building a modern and effective digital government...”, Deputy Minister Bui Hoang Phuong affirmed.

In October 2025, the Ministry of Science and Technology also made efforts to implement the key strategic task of perfecting institutions and policies. That is, focusing on receiving and explaining opinions from the National Assembly Standing Committee, completing 4 draft laws: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation; ensuring progress in submitting to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly. At the same time, the Ministry of Science and Technology is developing and submitting to the Government for submission to the National Assembly the draft Law on Artificial Intelligence.

In addition, 16 Decrees guiding the implementation of 5 Laws approved by the National Assembly at the 9th Session are also being completed by the Ministry of Science and Technology and relevant units, ensuring progress, quality, consistency and feasibility during implementation.

Deputy Minister Bui Hoang Phuong emphasized: "This is a huge amount of work, which is of decisive significance in creating a complete and open legal corridor, contributing to making science and technology, innovation and digital transformation become the pillars of the country's development."
