
Since the beginning of 2025, the Ho Chi Minh City Party Committee has issued an action program to implement Resolution 57-NQ/TW, identifying science and technology, innovation and digital transformation as one of the top strategic breakthroughs. The approval of thematic resolutions at this session is a step to concretize that commitment.
According to Mr. Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, the city has built a system of preferential policies on tax and finance, attracting high-quality human resources for research and creative startups; at the same time, supporting patent registration, organizing scientific innovation competitions and festivals. These policies are now inherited and expanded in the new development space after the merger.
Notably, activities such as innovation competitions and awards will be expanded to Binh Duong and Ba Ria - Vung Tau (formerly), creating more opportunities for individuals and start-up businesses in the region to connect and gain practical experience.

Ms. Nguyen Xuan Bich Thoai, Deputy Director of VCCI in Ho Chi Minh City, said: The salary of the head of a public science and technology organization established by the Ho Chi Minh City People's Committee can be up to 60-120 million VND/month. This is an attractive policy, helping the city attract leading experts from within and outside the country.
Ho Chi Minh City also clearly defines the level of support for each stage of startup development (pre-incubation, incubation, acceleration), helping businesses easily access appropriate resources. Startups expect that with support from policies, they will have more opportunities to realize their ideas and products.
According to Mr. Pham Van Quan, representative of Checkee Technology Joint Stock Company, current policies not only create trust for the startup community but also help startups invest more systematically in research to realize their products.

Currently, Ho Chi Minh City possesses strong science and technology potential, a vibrant startup ecosystem, and a large team of scientists from universities and institutes in the Southern key economic region. The issuance of new resolutions in the field of science and technology is expected to create a solid legal foundation for Ho Chi Minh City to develop breakthroughs and effectively implement Resolution 57.
In the first 9 months of 2025, Ho Chi Minh City has piloted many policies to promote the commercialization of research results and the development of internationally-standard research centers (CoEs). The city has approved 2 public science and technology organizations to participate in building CoEs with a total budget of about 200 billion VND; at the same time, incubating 162 startup projects with a total budget of about 15 billion VND.
