Regarding the results of managing, exploiting, and disposing of houses and land in localities, Ms. Tran Dieu An, Deputy Director of the Department of Public Assets Management ( Ministry of Finance ), said: “Currently, localities have completed the initial phase of arranging and disposing of houses and land under their management after reorganizing the organizational structure and administrative units at all levels, ensuring that all houses and land have entities responsible for management, use, exploitation, and disposal. As a result, priority has been given to allocating 3,015 properties for educational and training purposes; 648 for medical facilities; 2,385 for cultural and sports facilities; and 626 for other public purposes.”

However, for properties and land subject to reclamation and transfer to local authorities for management and processing, after completing step 1, the agency assigned to receive the property must continue with step 2 to ensure the property is fully utilized and processed in accordance with the requirements of the Party and the State. According to the consolidated reports from localities as of May 27, 2026, the results are as follows:

The number of surplus land and buildings for which decisions have been made to reclaim and transfer to local authorities for management and processing, and which have been completed or put into operation, is 4,709. The number of surplus land and buildings for which decisions have been made to reclaim and transfer to local authorities for management and processing, but which have not been fully processed or put into operation, is 11,412 (including 5,329 facilities that have been handed over to local housing businesses or land development organizations for management and operation but have not yet been put into operation; 2,823 facilities whose plans have been approved but have not yet been completed for processing and operation; and 3,260 facilities that do not yet have a plan for processing and operation)...

Assessing the management, handling, and exploitation of public assets during the reorganization of administrative units, Ms. Tran Dieu An stated: "The arrangement, allocation, and handling of public assets when there are changes in the organizational and operational model of local governments have made a very important contribution to the success of the revolution in reorganizing the organizational structure, building and operating the two-tiered local government model, ensuring that state management and public service provision are smooth and uninterrupted."

Through the reorganization process, land resources and other facilities have been created for essential public services for the people (healthcare, education , culture, physical education, sports, etc.), especially in large urban areas; not only saving a large amount of costs for compensation, land clearance, land leveling, and infrastructure construction, but also contributing to improving the quality of life for the people and ensuring that they benefit from the achievements of the revolution in organizational restructuring.

Although localities have completed the initial arrangement and handling of surplus land and buildings, ensuring that all land and buildings have responsible parties for management, use, and exploitation in accordance with the law, for land and buildings handled through recovery and transfer to local management and processing, further processing in step 2 is needed to put the land and buildings into exploitation or to completely dispose of them.

According to the compiled reports, the progress in processing and putting into operation the recovered and transferred land and buildings for local management and processing is uneven. Five localities reported having few recovered and transferred facilities that have not yet been fully processed and operated: Lai Chau, Dien Bien, Cao Bang, Lang Son, and An Giang ; however, many localities still have a large number of land and buildings that need to be processed in the second phase.

Regarding mechanisms and policies, on May 26, 2026, the Ministry of Finance submitted a proposal to the Government for the issuance of a Resolution on specific mechanisms and policies to accelerate the processing and exploitation of surplus houses and land after the restructuring and streamlining of the political system's organizational apparatus and the reorganization of administrative units according to simplified procedures. The Ministry of Finance is actively coordinating closely with the Government Office to issue this Resolution.
