Local authorities and functional forces are urgently implementing response measures, making efforts to minimize damage caused by the storm.

As of this morning, Tan Tien commune recorded about 300 hectares of rice being deeply flooded, 500 hectares of aquaculture and seafood farming area and 30 hectares of vegetables affected.

Speaking to reporters, Mr. Mai Van Tai, Chairman of Tan Tien Commune People's Committee, said: "We are mobilizing maximum forces, organizing 24/7 on-duty to closely monitor weather and water level developments. At the same time, we continue to count the flooded area, deploy drainage measures to save the rice and vegetable areas that can still be recovered."

Regarding the work of ensuring safety for fishermen, up to this point, 117 boats of Tan Tien commune and some neighboring boats have been safely anchored at the Mong Bed 2 sluice anchorage.

Preparations under the “4 on-site” principle were carried out vigorously. Materials such as reserve soil, boulders, bamboo, bamboo poles, sacks, fences, nets, etc. were allocated and stored at designated locations.

The Commune's PCTT, TKCN & PTDS Command Board continuously monitors vulnerable areas, especially the dike in Nga Tien (old) and drainage works. The functional forces coordinate closely, instructing people to raise their assets and proactively evacuate when there is a risk of landslides or deep flooding. "We coordinate closely with the militia, police, and disaster prevention and control team to quickly handle arising situations, ensuring the safety of people's lives and property," Mr. Tai emphasized.

In Nga An commune, by 12:00 on July 22, the locality recorded nearly 500 hectares of newly planted rice and tillering rice being flooded. Mr. Mai Van Quang, Chairman of Nga An Commune People's Committee, informed: "From 5:00 to 10:00 this morning, due to the tide and the rivers rising higher than the fields, rainwater could not drain. We are mobilizing maximum machinery and equipment to drain water to protect the rice and crop areas. When the tide recedes, drainage will be more convenient. Currently, the commune maintains a 24/7 on-duty team to respond promptly."

In Van Loc commune, as of noon on July 22, 562 hectares of crops were flooded, including 459 hectares of rice, nearly 20 hectares of corn, 23.9 hectares of vegetables, and many areas of sweet potatoes, beans, sesame, and sweet corn. Notably, a 7,000-chicken farm in Yen Hoa village was also threatened by rising water.

Militia and army supported farm owners in Yen Hoa village to move all poultry to a safe place.

In a quick exchange with us, Mr. Doan Van Nga, Vice Chairman of Van Loc Commune People's Committee, said: "The locality has mobilized militia and self-defense forces and the army to support the farm owner in moving all poultry to a safe place. The commune has also assigned 24/7 duty, focusing on draining the flooded crop areas."

Up to now, 440 fishing boats of Van Loc commune have been safely anchored, of which 426 boats have returned to local ports and 14 boats have taken shelter at ports outside the province.

This morning, the commune government also coordinated, mobilized, and hired vehicles to collect garbage at Ba Go culvert to clear the flow, speeding up drainage for fields and residential areas.

According to the Thanh Hoa Hydrometeorological Station, as of 12 noon on July 22, many coastal areas recorded very heavy rainfall. At Nga Thien Station, the rainfall measured at 7 am was 336.8 mm and increased to 412 mm at 12 pm. The Sam Son area also recorded 384 mm of rainfall. Other localities such as Hau Loc and Hoang Hoa (old) are in the area warned of very heavy rain, with a risk of widespread flooding.

It is forecasted that in the next 6 hours, the risk of flooding will remain high in low-lying areas, coastal urban areas and along rivers and streams. Communes such as Nga An, Nga Thang, Tan Tien... need to pay special attention and proactively take measures to prevent flooding to minimize damage to production and life.

According to a quick report, as of 11:00 a.m. on July 22, rain caused by storm No. 3 had flooded about 7,200 hectares of rice, crops and aquaculture areas in the province, concentrated in communes and wards in Hoang Hoa, Hau Loc, Ha Trung, Nga Son, Bim Son, Thieu Hoa districts and Thanh Hoa city (old).

In Thanh Loi village (Tan Thanh commune), 15 households/70 people were temporarily isolated due to water rising more than 1m over the spillway of Cua Du bridge.

The whole province proactively evacuated 102 households/468 people to safe places, mobilized 34 pumping stations with 151 machines operating continuously to drain the flood.

In addition, a 47m long landslide occurred at the West dike of Cung River (Hoang Chau) and a ferry sank on Ma River, causing damage of 100 million VND.
