From early morning of July 1 to morning of July 3, the Northern region and Thanh Hoa are forecasted to have moderate rain, heavy rain and thunderstorms, locally very heavy rain in some places, with rainfall ranging from 50-140mm, locally over 250mm. During the day and night of July 1, the region from Nghe An to Lam Dong and the Southern region will have showers and thunderstorms, locally heavy rain with rainfall ranging from 10-30mm, locally over 70mm. Heavy rain is likely to cause flooding in low-lying areas, urban areas, industrial parks; flash floods on small rivers and streams, landslides on steep slopes.

To proactively respond to heavy rains, risks of floods, flash floods, landslides, ensure people's lives, and limit damage to people's and State's property, the General Staff requires units to strictly implement a number of contents.

Specifically, units continue to thoroughly and effectively implement Official Dispatch 3680/CD-TM dated June 28, 2025 of the General Staff on proactively responding to heavy rains in the Northern region, strictly maintaining the on-duty regime. When complicated situations and incidents occur, units organize enhanced on-duty shifts and implement the reporting regime in accordance with regulations and in a disciplined manner; proactively grasp the weather, meteorological and hydrological situation, and be ready to mobilize forces and means to promptly and effectively handle situations.

Military Regions 1, 2, 3, 4, 5, 7 direct provincial military commands to proactively advise local Party committees and authorities, inspect and review response plans and options, coordinate with departments, agencies and branches to review and identify key disaster areas, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded and isolated areas, to prevent loss of life and property due to carelessness and subjectivity. At the same time, units mobilize forces and means to help people respond, overcome consequences and search and rescue, quickly stabilize life and production.

Corps, arms, and corps review and inspect response plans and solutions, and subordinate units, ensure the safety of barracks and warehouses; closely coordinate and cooperate with localities where troops are stationed and where tasks are performed; mobilize forces and means to help people overcome consequences caused by rain and floods.

The Hanoi Capital Command proactively consults with local Party committees and authorities to inspect and review response plans and options, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded and isolated areas, to prevent loss of life and property due to carelessness and subjectivity; prepare forces and means to respond and overcome consequences.

Units stationed in the area inspect and review subordinate units, response plans and options, ensure safety of barracks and warehouses; coordinate and cooperate with local authorities to prepare forces and means to participate in responding to and overcoming the consequences of natural disasters when required.

The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to be ready to do a good job of response, ensure safety of warehouses, factories, weapons and equipment, prepare well for logistics and technical support for incident response, natural disasters and search and rescue; proactively coordinate, issue and promptly transport rescue supplies and equipment to help localities respond and overcome consequences when situations occur.

Air Defense - Air Force, Corps 18 inspected, reviewed plans, organized forces and vehicles ready to conduct search and rescue flights when ordered.
