In the process of handing over the tasks of state management ofeducation to the People's Committee at the commune level after the end of the operation of the district-level Department of Education and Training, the Department of Education and Training has thoroughly grasped the need to avoid interruptions or disruptions to educational activities in the area and to ensure conditions for implementing the enrollment work at the beginning of the school year in the context of applying the 2-level local government model. During the implementation process, there will be problems arising. Implementing the two-level local government model, public kindergartens, primary schools, and secondary schools (previously managed by the district-level Department of Education and Training) were transferred to the commune-level People's Committees for management. The state management tasks in the field of education and training at the preschool, primary and secondary levels were assigned to the Department of Culture and Social Affairs to advise and assist the commune-level People's Committees in implementation. Regarding admission and transfer procedures, it is known that the provincial Department of Education and Training still follows the previous regulations of the Ministry of Education and Training. Specifically, at the preschool level, parents only need to prepare a profile (with an application for admission) and send it to the school they want to transfer to. At the primary, secondary and high school levels, parents of students need to prepare a transfer application and send it to the school they want to transfer to. If the principal of the school they are transferring to agrees to accept them, the school they are transferring to will return the student's profile to the parent to complete the transfer procedures. In the case of first-grade students, they must submit an application for admission to the school they want to transfer to. Particularly, for students preparing to enter grade 10 of a public school, they must have an additional certificate of admission from the old high school before transferring.
