New opportunities for preserving and promoting the value of Dong Nai cultural heritage

The Law on Cultural Heritage (amended in 2024) was passed by the National Assembly and will take effect from July 1, opening up great opportunities in preserving and promoting heritage values ​​in Dong Nai.

No longer just regulations on paper, the 2024 Law on Cultural Heritage has been and is being implemented from the province to the grassroots level to realize new regulations, turning heritage into a resource for sustainable development.

Important legal basis for preserving and promoting heritage

Tran Bien Temple of Literature is one of the relics that has had many degraded items restored and embellished in recent times. However, with a fairly large area, the temple of literature has not yet fully exploited all items to serve the needs of sightseeing, experience, and learning about culture and history of people inside and outside the province.

According to Mr. Truong Le Thanh Trung, Head of the Tran Bien Temple Exploitation Department ( Dong Nai Museum), the 2024 Law on Cultural Heritage (amended) taking effect from July 1 will create a more favorable legal corridor for relics in the area, especially Tran Bien Temple, to promote their values ​​to their full potential.

“The 2024 Law on Cultural Heritage is the basis for us to improve the effectiveness of management, deployment and implementation of professional activities better. Thereby, spreading the unique cultural values ​​of Bien Hoa - Dong Nai to the community” - Mr. Trung shared.

Mr. Lam Van Lang, the Board of Trustees of Tan Lan Communal House - a place that preserves many traditional rituals and typical folk festivals of Bien Hoa region, said that the 2024 Law on Cultural Heritage pays special attention to intangible cultural heritage, inventory, registration... Tan Lan Communal House annually organizes the Ky Yen Festival - a festival associated with the history and culture of the community in the South.

“With the new law in effect, festivals that have not yet been listed as intangible cultural heritage will have more opportunities to have their scientific records compiled and be proposed for listing. The law also has a mechanism to protect and honor heritage holders - something we have long desired,” said Mr. Lang.

Deputy Director of the Department of Culture, Sports and Tourism Nguyen Hong An emphasized that the Law on Cultural Heritage 2024, which was passed and took effect from July 1, is a complete legal document, on the basis of which localities will implement it. The law meets the requirements of society in the new context, especially in the period of the 4.0 industrial revolution and the digitization of cultural heritage. The new law stipulates more strictly the steps for restoration and embellishment of relics, in which national relics must develop a plan. Dong Nai has 29 national relics and 2 special national relics. All of these relics must implement a plan. Currently, Dong Nai does not have documentary heritage, in the future, it is necessary to continue research to preserve and promote the value of documentary heritage.

On July 1, the 2024 Law on Cultural Heritage officially took effect. Currently, many departments, branches, sectors, units and localities in the province have been planning to implement and organize training...

Promote propaganda and raise public awareness

In order for the 2024 Cultural Heritage Law to come into practice, according to Deputy Director of the Department of Culture, Sports and Tourism Nguyen Hong An, propaganda work to raise awareness at all levels, sectors and localities, especially in the community, is extremely important. Only when people have a correct and complete understanding of the value of heritage can activities such as: collecting, researching, registering, promoting and promoting the value of heritage be carried out effectively.

Not only targeting the people, the new law also has more specific regulations on socialization in heritage conservation work. In fact, in recent times, Dong Nai has many relics that have effectively implemented socialization in restoration, embellishment and preservation. These include: Phuoc Thien communal house in Nhon Trach district; Ong pagoda, To Su temple in Bien Hoa city...

“The work of mobilizing socialization in Dong Nai still faces many difficulties, especially the communal houses of the Vietnamese people. Therefore, the relics that can be socialized should be socialized, and the relics in difficult areas need support from the State to contribute to preserving and prolonging the life of the heritages. This roadmap has been included by the cultural sector in Plan No. 80/KH-UBND to implement Resolution No. 12-NQ/TU of the Dong Nai Provincial Party Committee on building and promoting the cultural values ​​and people of Dong Nai to become an important resource and driving force for comprehensive and sustainable development,” Mr. An shared.

Currently, the cultural sector has advised the Provincial People's Committee to issue Plan No. 191/KH-UBND on implementing the Law on Cultural Heritage in 2024. When the law comes into effect, the sector is ready to organize training courses at the commune level, for those involved in preserving relics. The training forms will be diverse, from direct to written instructions... so that localities with relics understand the law and decrees related to preserving and promoting heritage values.
