Reorganizing district-level project management boards when district-level administrative units cease operations aims to ensure that public investment capital disbursement takes place continuously and without interruption.
Provisionally organize into regional project management boards
On June 16, Dong Nai province announced the decision to establish the Provincial Construction Investment Project Management Board; reorganize the Provincial Inspectorate, Dong Nai Publishing House and district-level Project Management Boards. In particular, the Provincial People's Committee announced the decisions to establish the Dong Nai Provincial Construction Investment Project Management Board on the basis of merging the Provincial Construction Investment Project Management Board and the Provincial Traffic Construction Investment Project Management Board. The Project Management Boards under the People's Committees of districts, Bien Hoa city and Long Khanh city will be temporarily reorganized into regional Project Management Boards under the Provincial People's Committee.
According to Resolution No. 60-NQ/TW, the Party Central Committee agreed to the policy of organizing local government at two levels, including provincial level (provinces, centrally-run cities) and communal level (communes, wards, special zones under provinces and cities). At the same time, district-level administrative units will cease to operate from July 1, 2025.
Previously, at the Conference on Socio -Economic, Defense and Security in May and the first 5 months of 2025 in the province, Deputy Director of the Department of Home Affairs Ha Thanh Tung said that in the past time, the Department of Home Affairs and related agencies have advised the Provincial People's Committee on projects to reorganize district-level public service units. In particular, the Department of Home Affairs is in charge of advising on projects to reorganize district-level public service units in the economic field such as land fund development centers and district-level project management boards.
Accordingly, the Department of Home Affairs has advised the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee and has been approved the plan to reorganize 11 Project Management Boards under the People's Committees of districts and cities into regional Project Management Boards under the Provincial People's Committee, maintaining operations until the end of 2025.
"After the new Dong Nai provincial apparatus comes into operation, the Department of Home Affairs will advise the Provincial People's Committee to reorganize regional project management boards according to the Central's direction," said Mr. Tung.
According to the Department of Finance, in 2025, the planned target for public investment capital from the district budget is over VND3.9 trillion. As of June 11, the total disbursed capital of the district was nearly VND1.3 trillion, reaching nearly 33% of the plan.
Do not interrupt the disbursement of public investment capital
At the Conference on the progress of public investment disbursement in the province on June 9, Head of the Department of Bidding, Appraisal, Supervision and Investment Settlement (Department of Finance) Nguyen Luong Hoa proposed that the Provincial People's Committee direct relevant agencies to review the district's capital sources in the 2025 public investment plan so as not to affect and maintain continuous disbursement for projects when implementing the 2-level government model.
Specifically, for projects assigned by the Provincial People's Committee to districts as investors, relevant units need to advise the People's Committees of districts and cities to assign the district-level Project Management Board (now temporarily organized into the regional Project Management Board) as investors so that the projects can be implemented by the end of the fiscal year in 2025.
Similarly, for projects using district budget funds, it is necessary to review and assign them to a single focal point, the Regional Project Management Board, so that disbursement can be carried out continuously when implementing the 2-level government model, eliminating the district level.
“Projects assigned to district-level project management boards as investors will remain stable. However, for projects assigned to district-level specialized departments and offices as investors, localities should soon issue decisions to assign them to regional project management boards as investors,” Mr. Nguyen Luong Hoa suggested.
At the Conference on the disbursement of public investment capital in the province on June 16, Vice Chairman of the Provincial People's Committee Ho Van Ha assigned the provincial authorities to review and advise the unit that will sign and approve the results of contractor selection for the bidding packages invested by the district level that are being invited for bidding.
“Previously, the investor was the district-level People’s Committee, but from July 1, the district level will cease operations, so who will be the one to sign and approve the contractor selection results for these packages? How should this be handled?” - Vice Chairman of the Provincial People’s Committee Ho Van Ha raised the issue.
