The telegram was sent to: Hydropower companies: Son La, Hoa Binh, Tuyen Quang, Huoi Quang - Ban Chat, Ialy, Se San; Thai Binh Thermal Power Company; Power project management boards 1, 2, 3; Power Generation Corporations 1, 2, 3; National Power Transmission Corporation; Power corporations: Northern, Central, Hanoi; Power Telecommunications and Information Technology Company; Power Communications and Information Center.
Accordingly, EVN requested units to urgently implement the relevant instructions in Official Dispatch No. 175/CD-TTg, Official Dispatch No. 7406/CD-BCT and previous dispatches related to response and overcoming the consequences caused by storm No. 10 and storm circulation.
The leaders of the units directly direct and organize the implementation of the work to overcome the power grid problems in the affected areas with the most urgent and drastic spirit. Coordinate with the press and media agencies to provide and publish complete and accurate information to create consensus and share the efforts to overcome the consequences of natural disasters of the Group and the units.
Proactively follow the "4 on-the-spot" motto, focusing all resources, means, and materials to promptly overcome incidents and damage caused by natural disasters. Ensure communication for forces directly involved in commanding, operating, responding to and overcoming the consequences of natural disasters with the highest priority.
EVN requests power corporations to direct: Urgently organize handling, troubleshooting, and quickly restore power to ensure safety for customers, especially the Civil Defense Command, natural disaster prevention works in the area, telecommunication transmission and reception stations and other important loads; absolutely do not turn on power again without fully checking and verifying safety conditions at the scene.
Mobilize equipment, materials, and human resources to quickly fix power grid problems, restore power supply soon, and ensure electricity for daily life and production and business.
Strengthen warnings of landslide and deep flooding risks at stations and power lines passing through steep mountainous areas and along rivers and streams, paying special attention to areas with vulnerable terrain or a history of landslides.
Mobilize forces inside and outside the unit to participate in coordination and support to promptly overcome incidents and damage caused by natural disasters (if necessary).
Organize statistics, assess damage, incidents and promptly report, summarize reports according to regulations.
The National Power Transmission Corporation has directed to strengthen inspections to promptly detect areas with potential landslides that could affect poles, power lines, and power stations and have timely treatment plans; for power stations at risk of flooding, there must be appropriate operational and prevention plans to ensure safe and continuous operation.
Hydropower units: Organize monitoring and collect information on hydrometeorology; proactively inform, propose, and advise the National Civil Defense Steering Committee/ Ministry of Agriculture and Environment , and local Civil Defense Command Committees on reservoir flood discharge management according to inter-reservoir/single-reservoir procedures.
Participate in cutting/reducing/slowing down floods, ensuring safety for works and downstream areas.
Implement plans to ensure safety of dams and reservoirs, especially at vulnerable points.
Arrange forces to proactively and promptly handle unsafe situations that may occur, especially emergency flood discharge situations.
Ensure operational readiness of water discharge system; downstream safety monitoring and warning system.
For units affected by storms and storm circulation, reports and full data must be updated on the SMIS software before 07:00, 13:00 and 19:00 every day (units in disaster areas, if there is no damage or incident, do not need to report). Leaders of corporations and units are responsible for the accuracy and timeliness of information and data reported on the SMIS software.
