( Quang Ngai Newspaper) - The implementation of two projects to build embankments to prevent landslides and exploit land on the north bank of the Tra Khuc River (Quang Ngai City) is currently facing some obstacles that need to be resolved in order to accelerate progress and complete them before this year's rainy season.
These are the projects: the Investment Project for the Construction of an Embankment to Prevent Landslides and Create Land for the North Bank of the Tra Khuc River, the section passing through Tinh An and Tinh Long communes (Tinh An - Tinh Long Embankment Project); and the Investment Project for the Construction of an Embankment to Prevent Landslides and Create Land for the North Bank of the Tra Khuc River, the section passing through Tinh Long and Tinh Khe communes (Tinh Long - Tinh Khe Embankment Project). Both projects commenced construction at the end of 2023.

Requesting an extension for the handover of cleared land.
The investment objectives for the two Tịnh An - Tịnh Long and Tịnh Long - Tịnh Khê embankment projects are to prevent landslides, protect residential areas and infrastructure in the region, and simultaneously clear land to create a clean land fund for auction, thereby increasing local revenue. Accordingly, the total area of land to be cleared for auction for both projects is over 58 hectares. Of this, the Tịnh An - Tịnh Long embankment project accounts for nearly 46 hectares; and the Tịnh Long - Tịnh Khê embankment project accounts for over 12 hectares. It is expected that the auction of this clean land fund will generate at least double the amount invested in these two projects. However, the process of land clearance and creating the clean land fund has encountered many difficulties and obstacles, preventing completion according to the approved schedule.

| Two embankment projects to prevent erosion and develop land on the north bank of the Tra Khuc River have a total length of over 4.6km and a total investment of 410 billion VND. Specifically, the Tinh An - Tinh Long embankment project is over 2.4km long, with a total investment of 230 billion VND and a total land clearance area of 47ha (nearly 46ha of which will be used to create clean land for auction). The Tinh Long - Tinh Khe embankment project is 2.2km long, with a total investment of 180 billion VND and a total land clearance area of 16.7ha (over 12ha of which will be used to create clean land for auction). |
According to a representative from the Provincial Project Management Board for Investment and Construction of Transportation Works, the task of land clearance to create clean land is part of the project and must be completed simultaneously with the construction of embankment to prevent landslides.
Accordingly, by June 30, 2024, 58 hectares of cleared land must be completed and handed over to the Department of Natural Resources and Environment for auction. However, during implementation, difficulties arose that prevented accelerated progress, requiring extensions. Specifically, for the Tinh Long - Tinh Khe embankment project, the land clearance phase to create cleared land was extended to December 31, 2024; while for the Tinh An - Tinh Long embankment project, the land clearance phase to create cleared land was extended to June 2025. Additionally, extensions were requested for several related bidding packages from 2024 to 2025. The reason for this delay is the lack of updated district-level land use planning and the absence of land prices to serve as the basis for calculating compensation, support, and resettlement costs.
Funding needs to be allocated.
According to a report from the Provincial Project Management Board for Investment and Construction of Transportation Works, the Tinh An - Tinh Long embankment project and the Tinh Long - Tinh Khe embankment project have only received initial advance payments upon contract signing and commencement of construction. Specifically, the Tinh An - Tinh Long embankment project received nearly 44 billion VND in advance payments, while the Tinh Long - Tinh Khe embankment project received over 33 billion VND. However, the actual construction value of these two projects has far exceeded the advance payments. Specifically, the Tinh An - Tinh Long embankment project has achieved 65 billion VND in construction volume, and the Tinh Long - Tinh Khe embankment project has achieved 55 billion VND.

According to the capital allocation plan, in 2024, the Tinh An - Tinh Long embankment project was allocated 165 billion VND; the Tinh Long - Tinh Khe embankment project was allocated 132 billion VND. However, to date, neither project has received funding from the treasury system for payment of completed work. According to the Department of Finance, both projects are funded from land use fees and budget surpluses.
However, revenue from land funds is currently facing difficulties, leading to a shortfall; as for surplus revenue, the province is currently calculating it and has not yet officially allocated funds. The investor's representative requested the Provincial People's Committee to consider allocating capital to accelerate the construction progress of the two embankment projects mentioned above. Accordingly, the Tinh An - Tinh Long embankment project is proposed to receive approximately 115 billion VND; the Tinh Long - Tinh Khe embankment project is proposed to receive 120 billion VND.
“During the rainy season, the flow rate is very high, directly impacting and posing a significant risk of damage to the structures. Therefore, it is impossible to arrange suitable technical stopping points during the construction of the two embankment projects on the north bank of the Tra Khuc River. We request that the province allocate sufficient funds to complete the embankment construction before this year's rainy season,” suggested Ngo Van Dung, Director of the Provincial Investment and Construction Project Management Board for Transportation Infrastructure.
