Based on practical requirements and the goal of successfully achieving the objectives of the Party Congress Resolution for the 2020-2025 term, the Party Committee of Dong Tho Ward ( Thanh Hoa City) issued a specialized resolution focusing on leadership to create strong and clear changes in urban order management, construction, and environmental sanitation. After a short period of focused implementation, the resolution has now spread widely and is receiving strong support from cadres, Party members, and the people.

Ensuring urban order: A good practice from Dong Tho ward. Dong Tho Ward is carrying out the forced demolition of illegally constructed buildings in the area.

In recent times, Dong Tho ward has implemented numerous solutions to improve the effectiveness and efficiency of state management in urban order, construction, and environmental sanitation. Specifically, the ward has launched many campaigns and intensive efforts to handle violations, penalizing hundreds of cases and collecting hundreds of millions of dong for the state budget. However, due to various reasons, this work has not yet met the practical requirements of a model ward; in many places, after the enforcement campaign ends, the encroachment on sidewalks and roads, illegal markets, and dumping of waste into the environment recur, detracting from urban aesthetics and environmental sanitation. Meanwhile, the 31st Party Congress of Dong Tho ward, for the 2020-2025 term, set the goal of making Dong Tho ward the leading ward in the city in ensuring urban order and environmental sanitation, considering this a key task for the entire term. Based on this reality, in early March 2023, the Ward Party Committee issued a resolution on strengthening the Party's leadership over urban planning management, construction, and environmental sanitation in the area for the period 2023-2025.

In the resolution, the Ward Party Committee set the goal of restoring and maintaining strict management of urban order, construction order, and environmental sanitation. It resolutely prevents and promptly handles violations of public order, unauthorized and illegal construction, and encroachment on public land. It prohibits the indiscriminate dumping of garbage and waste in public areas, outside of regulated hours; and the use of loudspeakers causing excessive noise and exceeding regulated hours, affecting the daily lives of the people. It aims to eliminate complex urban order hotspots and prevent the emergence of new ones, especially the area in front of Dong Tho Market, the former Pho Nam makeshift market, and the violation points on Thanh Thai Street. It also emphasizes increasing social mobilization to invest in upgrading the transportation system, sidewalks, drainage systems, electricity, green spaces, schools, etc.

The resolution was disseminated to Party branches and the people through meetings in residential areas. The ward Party Committee also established 5 working groups, headed by members of the Standing Committee of the Party Committee, to directly participate in activities with Party branches and the people of 20 residential groups. At the same time, it focused on leading the government, the Fatherland Front, and political and social organizations in developing implementation plans. As a result, the thematic resolution on urban planning, construction, and environmental sanitation quickly created a widespread political campaign throughout the entire political system, spreading widely to a large number of people in the ward. Many political organizations in the area have adopted effective methods in implementation, such as the ward Fatherland Front going "door to door" to propagate and mobilize people and businesses not to encroach on roads and sidewalks; the Women's Union, the Elderly Association, and the Veterans Association of the ward mobilized members to participate in cleaning up the environment in residential areas every Saturday and Sunday morning. The youth group is responsible for cleaning up and ensuring environmental sanitation in areas far from residential areas, which are likely to become dumping grounds for waste...

According to the Party Secretary of Le Dai Hanh Ward, the issuance of this thematic resolution aims to mobilize the entire political system and the people in the ward to participate, creating consensus and significant changes in urban order management, construction, and environmental sanitation, forming habits, self-awareness, and a civilized urban lifestyle among the people. The Party Committee has requested cadres and Party members to set an example in complying with and implementing the resolution, and to encourage their families and relatives not to buy or sell goods from households and individuals who encroach on sidewalks and roads for business purposes. The resolution also focuses on implementing solutions to improve administrative discipline and order, avoiding favoritism, evasion, or abuse of position to cover up or cause harassment and difficulties for organizations and individuals... Striving to make Dong Tho ward the leading ward in Thanh Hoa City in ensuring urban order and environmental sanitation, as set out in the Resolution of the Ward Party Congress for the 2020-2025 term.

In implementing the resolution on strengthening the Party's leadership over urban management, construction, and environmental sanitation in the area during the 2023-2025 period, the People's Committee of Dong Tho Ward has developed a plan and assigned specific tasks with timelines to specialized departments, functional forces, and residential groups. Emphasis is placed on widespread dissemination of the ward Party Committee's policies to every household through various means. The ward police, militia, and urban regulations enforcement forces are mobilized to regularly and continuously patrol, inspect, and handle violations, resolutely eliminating illegal business locations, makeshift markets, and encroachments on sidewalks and roads for business, street vending, material storage, and advertising. All cases of unauthorized construction, construction violating permits, construction violating planning regulations, and encroachment on public land are inspected and handled. Conduct surveys of schools, transportation routes, alleys, sidewalks, drainage systems, street lighting, and green spaces to develop plans for coordinating with socio-political organizations to mobilize public contributions and investments in upgrading and beautifying urban areas...

According to a report from the People's Committee of Dong Tho Ward, in April and May 2023, the People's Committee conducted inspections and imposed administrative fines totaling 25.35 million VND for violations involving encroachment on roads and sidewalks for business purposes. Simultaneously, they ordered the dismantling and organized enforcement forces to demolish numerous illegal constructions on public land.

In fact, organizing campaigns to inspect and handle violations of urban order and environmental sanitation is not a new practice in the communes and wards of Thanh Hoa City. However, in implementing this work, the Party Committee of Dong Tho ward has developed a specialized resolution, mobilizing the entire political system and all strata of the people to participate, which is a good approach, creating a basis for positive and clear changes...
