Improving school facilities in mountainous A Luoi before the new school year

In recent years, with the attention of the Ministry of Education and Training, authorities at all levels and local education sectors, many schools and classrooms in Hue City have been invested in and built to be spacious and solid, ensuring teaching and learning for teachers and students.

However, in the border communes of A Luoi in this locality, there are still many schools that are degraded, damaged, and lack teaching equipment that need to be built and repaired.

Lack of classrooms and departmental rooms

According to CAND Newspaper's investigation, in the border commune of A Luoi 5 ( Hue City), there are currently 2 schools including Hong Ha Primary and Secondary School and Huong Nguyen Primary and Secondary School with a total of 23 classes and 642 students. Due to being built a long time ago, the facilities at these 2 schools are currently degraded, only meeting the minimum learning needs of students.

Teacher Nguyen Van Tuan, Principal of Hong Ha Primary and Secondary School, said that entering the new school year 2025-2026, the school has 13 classes with 375 students, including 9 primary classes with 240 students and 4 secondary classes with 135 students. Most of the students are Pa Co and Co Tu ethnic minorities, with difficult circumstances, their parents often work far away, so in preparation for the new school year, the school has strengthened management, propaganda, and mobilized students to continue going to class, not letting any student drop out of school. In particular, there are currently more than 40 students in A Rom village of the commune who have the longest distance from home to school, nearly 10km, so the school pays great attention to these students.

“Recently, through inspection, the school is currently lacking 8 subject rooms and functional rooms. If we organize 2 sessions/day for secondary school students, the school is short of 2 classrooms. The whole school only has 26 staff and teachers, but with responsibility and love for students, in the past time, the school has actively coordinated with the Party Committee, the People's Committee, and the A Luoi 5 Commune Police to implement many practical solutions, support, and award scholarships to poor students with good academic performance to help them feel secure going to school to study,” teacher Nguyen Van Tuan shared.

Meanwhile, in the border commune of A Luoi 4 (Hue City), there are 3 primary schools with a total of 31 classes and 773 students; 1 middle and secondary school with 19 classes and 506 students and 1 middle and high school with 12 classes and 435 students. However, there are currently a number of schools that have been degraded and have damaged classrooms. Many schools lack classrooms, subject rooms, and equipment, making teaching and learning difficult for teachers and students in this mountainous commune. Teacher Hoang Quang, Vice Principal of Dong Son Primary School (A Luoi 4 Commune) added that in the new school year 2025-2026, the whole school has 186 students/7 classes, all of whom are Pa Co and Co Tu ethnic minorities. Many of them are from poor and near-poor households.

According to Mr. Hoang Quang, although teaching in mountainous schools is more difficult and arduous, teachers still find ways to overcome it to make efforts to teach and impart knowledge to students. “In addition to teaching, teachers are like second fathers and mothers to students when many of them are unfortunately orphaned, have divorced parents, work far away and have to live alone or with grandparents. Therefore, before the new school year, we have had many ways to promote, mobilize, and give away books and backpacks so that students can go to class with peace of mind,” said Mr. Quang.

According to the Department of Education and Training of Hue City, in the area of 5 border communes of A Luoi, there are 37 primary and secondary schools with 338 classes, including 229 primary classes, 109 secondary classes with 745 teachers. There are currently 9,543 students studying at the schools, including 5,815 primary school students and 3,728 secondary school students.

According to Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister on organizing 2 sessions/day for children and students, the primary school network in A Luoi communes basically has enough classrooms, but the secondary school level is still short of 46 classrooms compared to the requirements. In addition, many schools in the communes lack subject classrooms and most of the existing subject classrooms do not meet the standards of the Ministry of Education and Training .

Will build new and repair many schools

Faced with the above situation, in early August 2025, after inspection and review, the People's Committee of Hue City sent a document to the Ministry of Education and Training proposing a list of projects to build inter-level primary and secondary boarding schools in 5 border communes of A Luoi. Specifically, Hue City proposed to build 4 new semi-boarding and inter-level primary and secondary boarding schools in the centers of A Luoi 1, A Luoi 3, A Luoi 4 and A Luoi 5 communes. Upgrade, renovate and expand the existing A Luoi Secondary and Ethnic Minority School in A Luoi 2 commune to become an inter-level primary and secondary boarding school.

In addition, the locality also proposed to invest in upgrading and renovating 12 existing primary and secondary schools in 5 A Luoi communes to ensure that they meet the level 2 infrastructure standards as prescribed by the Ministry of Education and Training. The total investment capital needed to build new, upgrade, renovate and expand schools in 5 A Luoi communes is estimated at VND1,200 billion. Of which, the investment capital for building new, renovating, upgrading and expanding 5 central schools in 5 A Luoi communes is estimated at VND800 billion; the investment capital for upgrading and renovating 12 existing schools in 5 communes is estimated at VND400 billion. The investment projects to build new and repair schools will be started this year.

“According to the plan proposed by the Hue City People's Committee, a new boarding and semi-boarding primary and secondary school will be built in Pa Hy village, A Luoi 5 commune with an area of about 5 hectares, meeting the teaching and learning scale for more than 500 students. After completion, this new school will receive all students of Hong Ha Primary and Secondary School, so the Board of Directors and teachers of the school are very excited. In the future, local students will be able to study in a solid school with full facilities and teaching and learning equipment. This is also what the teachers of the school have been looking forward to for many years,” teacher Nguyen Van Tuan happily informed.
