From May 2nd, 2026, Cambodian customs authorities at border crossings officially tightened customs clearance procedures for imported goods from other countries, including Vietnam. Cambodia tightened control over oversized and overloaded vehicles; increased taxes and stricter customs procedures are part of the Cambodian government's measures aimed at transparent and efficient management and operation, better trade management, and better control of imported goods and market distribution to protect consumers. This includes the 2026 action plan of the General Department of Customs and Indirect Taxes of Cambodia, with decisive measures to prevent tax evasion and fraud, promote voluntary compliance, facilitate trade, strengthen governance within customs agencies with self-monitoring mechanisms, intensify inspection and supervision, increase detection of violations, discipline, education , training, and enhance evaluation work.
- For officially traded goods at both ends, the Cambodian side will tighten inspections of documents including certificates of origin, quarantine certificates, and other documents related to the shipment. Accordingly, only vehicles with complete documentation will be allowed to clear customs; however, the customs clearance time will be longer due to stricter inspections by the Cambodian side.
- For shipments lacking complete documentation, customs clearance will be denied upon arrival at the Cambodian border, and businesses will face difficulties in returning the goods to Vietnam. Simultaneously, Cambodia is tightening its management and penalizing oversized and overloaded vehicles. Furthermore, mobile customs forces in Cambodia have been deployed to intensify inspections, including those of vehicles already cleared through customs into Cambodia.
The policy of tightening customs procedures will have a strong impact on the export activities of Vietnamese businesses in the coming period. To date, Cambodia has not yet provided a deadline or written guidance on tightening customs procedures. Therefore, the Department of Industry and Trade is disseminating information to businesses involved in export and trade with Cambodia so that they can promptly understand the situation and proactively develop production and business plans appropriate to the actual circumstances.
