According to a report from the Binh Thuan Department of Transport, the biggest obstacle is that the land for the flight guidance stations, artillery positions, and connecting roads of the project has not yet been handed over by the localities to the Ministry of National Defense 's construction unit. The reason is that the localities have not yet submitted the land price adjustment coefficient, which is the basis for calculating compensation, to the province for approval.
But that's not the only obstacle. Some forest land areas haven't been included in the land-use conversion plan. In addition, there are structures close to the airport that affect aircraft airspace clearance, and these haven't been addressed.
To be fair, the People's Committee of Binh Thuan province has consistently issued decisive directives to specialized agencies regarding these matters. Specifically, on May 17th, the Provincial People's Committee assigned specific tasks to departments such as Transport, Finance, Planning and Investment, and especially to the three localities that have land to hand over for the project.
On June 13th, the Chairman of the People's Committee of Binh Thuan province, Doan Anh Dung, once again provided hands-on guidance to each agency and unit. In particular, Mr. Dung requested the People's Committee of Phan Thiet city and the districts of Ham Thuan Bac and Bac Binh to expedite land clearance, completing the K coefficient dossier by June 15th at the latest for submission to the Department of Natural Resources and Environment for approval, as a basis for compensation.
The Phan Thiet airport project is of significant importance to the development of transportation infrastructure and the socio-economic development of the province in the coming years. However, at this point, it can be confirmed that the project cannot be implemented on schedule as directed by all levels, especially the Prime Minister's directive at the working session with key officials of Binh Thuan on August 31, 2022. As Mr. Doan Anh Dung said, the locality must apply flexibility and act with the highest responsibility for the overall development of the province. But for now, the "bottleneck" in the Phan Thiet airport project needs to be addressed by a specific and urgently responsible party.
