(Baoquangngai.vn) - According to assessments and opinions of the Provincial Party Committee, the Provincial People's Committee, relevant departments and agencies, and the business community, the 8.5% growth target for Quang Ngai in 2025 is high but still feasible.

However, this goal is considered a significant challenge for Quang Ngai at present, especially given the province's high level of focus on streamlining and reorganizing the political system from the provincial to the grassroots level.

Therefore, the solution to the above problem is that from now on, Quang Ngai province needs a comprehensive and flexible development strategy; decisive implementation and monitoring. In particular, it is necessary to clearly identify the pillars of growth to prioritize investment resources for development. At the same time, the mindset of worrying about mergers and streamlining the administrative apparatus, which slows down the speed of decision-making serving development, especially in handling administrative procedures for businesses; and delays in land clearance and disbursement of public investment capital, must be eliminated. The growth target must be linked to the responsibility of the heads of departments, sectors, and localities, so that they can collectively share responsibility in achieving the 8.5% growth target.

Along with that, there must be a breakthrough in attracting investment, especially FDI into the Dung Quat Economic Zone and industrial parks in the province, in order to create new growth drivers. Proactively review infrastructure and projects that have attracted investment but have not yet been implemented, ensuring land is ready to attract large-scale projects, especially those in high value-added sectors such as next-generation petrochemicals, supporting industries, and logistics.

Prioritize strategic investors who use less land but create more value. Gradually reduce projects that cause pollution and employ a large number of unskilled laborers. Implement more flexible incentive mechanisms and policies tailored to specific sectors and regions, instead of the indiscriminate approach used in the past.

Prioritize and allocate special resources to the development of local economic pillars. This includes investing in high-tech agriculture combined with deep processing, focusing on products such as Ly Son garlic, products from Quang Ngai Sugar Joint Stock Company, OCOP products, and seafood, all linked to value chains.
Attracting businesses to invest in agricultural processing, creating added value instead of exporting raw products. Strongly developing service businesses, tourism, and the night-time economy in Ly Son, Sa Huynh, My Khe, Quang Ngai City, and community tourism in Nghia Hanh and other mountainous districts in the province…

Focus public investment on key areas, aiming to increase the ripple effect and drive the development of the private sector. Develop dynamic urban areas to create new growth poles outside the city center, in towns and townships… Alongside this, develop local human resources by improving the quality of education, training, and vocational training, attracting intellectuals and scientists to work in the area…
Ready to welcome the wave of FDI relocation from countries in the region, especially in the electronics, medical equipment, and automotive component industries. Ensuring clean land, a fast investment process, and an attractive living environment for highly skilled workers. Not sacrificing the environment for growth. Strengthening supervision and management of projects with a risk of pollution. Developing renewable energy (solar and wind power).

At the same time, a radical shift is needed in the leadership and management mindset of Party committees, government agencies, and leaders of relevant departments and sectors. This means moving from a "request-and-assistance" mindset to a "proactive and proactive" approach. Leaders must know how to "choose the right job, the right person, and the right time" to implement tasks. Streamlining the apparatus does not mean doing less work, but doing it smarter.

These are practical, useful, and necessary solutions in the current period, aimed at helping Quang Ngai achieve its growth target of 8.5% in 2025.
