Recognizing that mass mobilization plays a crucial role in strengthening the close relationship between the Party, the government, and the people, while also contributing to promoting socio -economic development and ensuring national defense and security under the two-tiered local government system, Cat Thinh commune has implemented the "Skilled Mass Mobilization" emulation movement in a flexible, creative, and practical manner, gradually creating a widespread impact within the community.
Start by addressing the people's needs.
Implementing the resolutions and directives of the Central and provincial authorities on mass mobilization work, the Party Committee of Cat Thinh commune has determined that building and replicating "effective mass mobilization" models is not a mere formality, but must stem from practical requirements, address specific and pressing issues of the people, and be closely linked to the political tasks of the locality.
Every year, the commune Party Committee issues directives and assigns specific tasks to the Party branches, the Fatherland Front Committee, and other political and social organizations to select content and register to build models suitable to the conditions of each village and each field.
Inspection and supervision are integrated into the regular work program to promptly correct ineffective and superficial operational models; at the same time, to commend and replicate good and innovative practices.
Simultaneously, propaganda and mobilization efforts were implemented synchronously and flexibly through various forms. During the period 2020-2025, the commune organized 87 propaganda sessions with over 4,500 participants, thereby raising awareness among officials, Party members, and the people about the importance and role of mass mobilization work, creating unity and consensus in the implementation of the movement.
To date, Cat Thinh commune has built 47 "Effective Mass Mobilization" models in the fields of economy, culture and society, national defense and security, and political system building; of which 34 models are operating effectively.
It is noteworthy that the majority of these models involve the direct participation, direct benefit, and maintenance of the people, clearly demonstrating the leading role of the people in the mass mobilization movement.
When the whole community joins hands
In the socio-cultural field, the "Effective Mass Mobilization" movement is clearly felt in very ordinary things. As evening falls and electric lights illuminate the inter-village roads, the atmosphere of people's lives becomes more vibrant.
Through the "Rural Road Lighting" model, people not only contribute funds and labor but also directly participate in installation and maintenance.
To date, the model has been implemented in 13 out of 17 villages, with a total length of 33.5 km; all funding was mobilized from social sources, reaching 474 million VND, and the people voluntarily contributed over 10,000 days of labor.
Well-lit roads not only ensure traffic safety and maintain public order, but also contribute to changing the face of rural areas.
Along with that, the model of mobilizing people to donate land for rural road construction has become a widespread movement. Many villages such as Ba Khe, Khe Nuoc, Vuc Tuan... have mobilized people to voluntarily donate tens of thousands of square meters of land, expanding over 22 km of inter-village and inter-hamlet roads.
Mr. Hoang Van Kuu, head of Ba Khe village, shared: "Initially, when we campaigned for land donations to build roads, many households were hesitant because they had little arable land and their lives were difficult. But when commune officials and Party members in the village led the way, setting an example and clearly explaining the long-term benefits, the people gradually agreed. Now the road is wide, transportation is convenient, and vehicles can reach the village, making everyone happy. The people clearly see that with skillful community mobilization, even the most difficult tasks can be accomplished."
Along with donating land for road construction, the campaign to encourage people to contribute to building village cultural centers was implemented in the spirit of "the people know, the people discuss, the people do, and the people benefit."
Thanks to the exemplary conduct of officials and Party members, and the open and transparent approach, many households have voluntarily participated, contributing to the improvement of grassroots cultural institutions.
Mr. Hoang Minh Thuy, a resident of Ba Khe village, said: “When the village mobilized contributions to build the cultural center, my family and many other households voluntarily participated, some contributing money, others contributing labor. With a spacious cultural center, the villagers have a place to hold village meetings, cultural activities, and disseminate the Party's guidelines and the State's policies more conveniently. Everyone is excited and clearly sees the benefits of working together in solidarity.”
From community infrastructure projects such as roads and village cultural centers, the people's consensus continues to be fostered in economic development.
When trust is built through concrete actions, the people of Cat Thinh boldly change their way of thinking and doing things, participate in new production models, and gradually increase their income and stabilize their lives.
From consensus to effective models
Leading us to his family's turtle breeding ponds, Mr. Nguyen Ngoc Lam from Ba Khe village shared: from small-scale, fragmented farming, his family has now boldly expanded to raise 400 adult turtles and 7,000 hatchlings, providing a stable income of over 400 million VND per year.
Currently, over 310 households in Cat Thinh commune are involved in turtle farming, covering a water surface area of 5.7 hectares, with incomes ranging from 50 million to over 500 million VND per household per year.
The establishment of the turtle farming cooperative in 2022 is considered a significant turning point, clearly demonstrating the effectiveness of mass mobilization work in organizing production and linking product consumption, helping many households to become more prosperous.
In the field of defense and security, the effectiveness of mass mobilization work continues to be affirmed through the model of "Self-governing groups for security and order in Dong Heo parish." This is an area with a large population of Mong ethnic people who follow Catholicism, and it has previously harbored complex issues.
The commune's Party committee and government persistently propagated and mobilized, leveraging the role of influential figures, religious leaders, and Party members within the parish to build a self-governing model.
The self-governing group currently has 15 members and regularly coordinates with the commune police to monitor the situation, disseminate legal information, and encourage people to comply with regulations on security and order, and crime prevention.
Since the model was implemented, people have proactively provided valuable information and voluntarily surrendered homemade weapons; for many years, there have been no complex security or public order incidents in the parish area.
Evaluating the movement, Mr. Pham Van Tien - Head of the Party Building Committee of Cat Thinh Commune Party Committee - affirmed: The core point in implementing the "Effective Mass Mobilization" models in Cat Thinh is to closely adhere to reality, put the people at the center, and use effectiveness as a measure. Where the Party committee is attentive, and cadres and Party members are exemplary, mass mobilization is effective, creating consensus and sustainable dissemination.
From brightly lit streets and well-equipped cultural centers to effective economic models and a stable security environment, it's clear that "effective people mobilization" in Cat Thinh isn't just on paper; it's evident in every action and every consensus among the people. When the people trust and are united, even difficult tasks gradually become easier, creating a solid foundation for the sustainable development of the locality in the coming period.
