Currently, there are 24 key projects being implemented in Dien Bien Phu City, of which 8 projects are invested by the Dien Bien Phu City People's Committee and 16 projects of the province and city require land clearance.

According to the assessment of the Dien Bien Phu City People's Committee, land clearance for most key projects is behind schedule. The main obstacles in land clearance are that many households have not yet received compensation according to the approved plan, many households have not had their compensation plans approved, and some households require re-surveying and re-ownership verification. The reason is the difficulty in verifying the origin of the land. Many households have complex land use histories, and the land survey maps are inaccurate, requiring multiple requests for adjustments.

Mr. Tran Van Long, Director of the Land Management Center of Dien Bien Phu City, said: "Effective coordination is a prerequisite for accelerating the progress of land clearance for projects. In the past, the Provincial People's Committee has paid close attention to and decisively directed coordination efforts, adjusting policies to help the City People's Committee implement and resolve bottlenecks in land clearance for projects. The City Party Committee and the People's Committee of Dien Bien Phu City have established 10 working groups to verify land ownership; assets attached to the land; land and housing status; personal information of land users; and to conduct propaganda and mobilization efforts to gain people's consensus on the province's policies serving land clearance. When the working groups go to the grassroots level, the investors of the projects always send officials to participate in carrying out tasks related to land clearance." In addition, for difficulties and obstacles beyond its authority, the City People's Committee has sent written requests to provincial departments and agencies, especially the Department of Natural Resources and Environment, for support and guidance in implementation.

As of October 6th, the Project for Connecting Key Economic Zones along National Highway 279 and National Highway 12 (the Dynamic Road Project) still had 36 households whose land compensation plans had not been finalized due to obstacles related to the vocational retraining policy under Decision No. 10/2020 of the Provincial People's Committee; and 42 households whose parents had passed away and whose children were currently engaged in agricultural production but were not eligible for vocational retraining support because inheritance procedures had not been completed before land acquisition. Following a report from the Dien Bien Phu City People's Committee, the Provincial People's Committee issued Decision No. 11/2023, adjusting some policies in Decision No. 10/2020. To date, the policy obstacles in the Dynamic Road Project have been resolved.

Mr. Nguyen Minh Tuan, Deputy Director of the Provincial Project Management Board for Transportation Works, said: "For the Main Road Project, the investor always closely coordinates with the People's Committee of Dien Bien Phu City and the People's Committee of Dien Bien District; specialized departments, and the authorities of wards and communes in carrying out land clearance work. Identifying land clearance as a top priority, the Board always accompanies and coordinates with local authorities and relevant agencies, even outside of working hours, on weekends, or in the evenings."

Currently, residents in the project area generally agree with the policy of implementing the projects, but still have questions about land prices and accompanying policies. Regarding land prices, the People's Committee of Dien Bien Phu City has directed working groups to coordinate with the commune and ward authorities and the project investor to organize propaganda and mobilization efforts to ensure people understand and agree. For some policies that encountered obstacles, the People's Committee of Dien Bien Phu City submitted proposals to the Provincial People's Committee for their opinion. To date, the Provincial People's Committee has basically resolved and adjusted these issues, thereby promptly removing policy bottlenecks.

The project to restore the technical infrastructure of the airport bypass road connecting the road to Thanh Hung commune and the road to Thanh Luong commune (Dien Bien district) is one of three important infrastructure restoration projects under the Dien Bien Airport Expansion Investment Project. The project affects 61 households and 1 organization. To date, after much effort, 59 out of 61 households have handed over their land, with 2 households yet to do so, totaling 378.5 m2 (2.3% of the total area).

Mr. Nguyen Viet Sang, Director of the Project Management Board of Dien Bien Phu City's construction projects, said: "This is the result of close and persistent coordination between the investor, the People's Committee of Dien Bien Phu City and Dien Bien District, and the construction contractors. All relevant agencies have assigned leaders and officials to oversee land clearance for the project, working tirelessly on-site regardless of office hours. In the coming time, the investor will continue to coordinate with the People's Committee of Dien Bien District to accelerate land clearance progress, and at the same time, promptly appraise and approve the remaining compensation plan to hand over to the construction contractor."

To ensure positive progress in land clearance and accelerate the development of key projects, decisive action and close coordination from all levels of government, relevant departments and units are needed; and the responsibility of the head of each agency in land clearance work must be emphasized.
