Overview of the conference to gather opinions from intellectuals in the science and technology sector before the 6th session of the 15th National Assembly.

On October 2nd, the Vietnam Union of Science and Technology Associations (VUSTA), in collaboration with the Central Committee of the Vietnam Fatherland Front, organized a conference to gather opinions from science and technology intellectuals ahead of the 6th session of the 15th National Assembly.

In his opening remarks at the conference, Dr. Phan Xuan Dung, President of the Vietnam Union of Associations, stated that the 6th session of the National Assembly will consider and discuss over 40 important national issues in the fields of lawmaking, supervision, and decision-making.

“This is the first time VUSTA has organized a large-scale conference with comprehensive content on the socio-economic development of the country, supported by leaders of the Central Committee, the National Assembly, various sectors, and with enthusiastic participation from scientists. Following this conference, VUSTA will continue to compile the discussion points of the scientists to submit to the National Assembly and the Central Committee of the Vietnam Fatherland Front,” said Dr. Phan Xuan Dung.

At the same time, Dr. Phan Xuan Dung suggested that intellectuals and scientists should focus on reflecting on and clarifying solutions and policy mechanisms for the socio-economic development of the country; the development of science and technology, education and training; and the building and development of an intellectual workforce with a structure, quantity, and quality commensurate with the tasks and requirements of national development, which must be based on and supported by science and technology. Science and technology, along with education and training, are top national priorities and driving forces for national development…

At the same time, Dr. Phan Xuan Dung suggested that scientists focus their feedback on major issues such as:

Firstly, regarding solutions and policy mechanisms for the rapid and sustainable socio-economic development of the country, the development of science and technology, education and training, and the building and development of an intellectual workforce to meet the very high new demands of the country and the nation.

Secondly, a thorough analysis of existing problems and limitations in mechanisms and policies related to science and technology activities, innovation, and the gathering and uniting of intellectuals should be conducted, based on specific issues, contents, regulations, and policy documents, to serve as a basis for the National Assembly, the Government, and relevant agencies to research, absorb, and amend.

At the same time, we propose and recommend the thoughts and aspirations of scientific and technological intellectuals to the Party and the State regarding the building and development of the current and future intellectual workforce to meet the demands of new tasks.

At the conference, Ms. Truong Thi Ngoc Anh, Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front, stated that the conference was a practical and important activity, contributing to helping the Presidium of the Central Committee of the Vietnam Fatherland Front continue to listen to and absorb insightful opinions to finalize the Presidium's report to be submitted to the 6th Session of the 15th National Assembly.

Ms. Ngoc Anh said: "These are important channels that help the Central Committee of the Vietnam Fatherland Front to synthesize many opinions at the macro level, reflecting the overall wishes and recommendations of the people nationwide, including the scientific and technological intellectual community."

Dr. Nguyen Quan believes that a fair income system is necessary to ensure that intellectuals can work with peace of mind and dedicate their intellect to building the country.

Listen to and delegate tasks to intellectuals.

Expressing his views, Dr. Nguyen Quan, former Minister of Science and Technology and President of the Vietnam Automation Association, stated that there are currently three issues that need attention; if addressed, intellectuals will naturally contribute significantly to the country's development.

Firstly , leaders must trust the intellectual workforce, truly listen to them, and delegate tasks. Currently, localities and ministries have policies to "roll out the red carpet" to attract intellectuals, but in reality, they are not being given tasks, and there is still a reluctance to delegate work.

Secondly, we must create the best possible working conditions for intellectuals, from laboratories and international integration to gathering like-minded individuals with similar qualifications into strong research groups.

Finally, there's the issue of income. According to Mr. Nguyen Quan, a satisfactory income system is necessary so that intellectuals can work with peace of mind and dedicate their intellect to building the country. Income remains a very important issue in retaining intellectuals.

More importantly, intellectuals should be given autonomy in scientific and technological activities, including autonomy in terms of tasks and facilities. If intellectuals and scientists are not allowed to decide what to do, how to use budget funds, how to recruit, and how to collaborate, then policies that value talent will not be effective.

Dr. Nguyen Quan affirmed that all these issues need to be resolved. Only when intellectuals are treated fairly will they feel secure in contributing. Therefore, a Law on Professional Associations needs to be enacted to meet the needs of social development. Increased inspection and supervision are necessary to ensure that the decrees, circulars, and policies issued are implemented as seriously and fully as possible.

Strong solutions are needed to develop science and technology.

Assessing the socio-economic situation of the country, Associate Professor Dr. Dang Van Thanh, former Vice Chairman of the National Assembly's Economic and Budget Committee of the 11th term, said that in recent years, indicators of economic growth, growth quality, and labor productivity have improved. However, according to Dr. Thanh, the National Assembly and the Government still need to pay more attention and implement stronger policies and solutions to develop science and technology, transfer technology, and utilize the scientific and technological intellectual workforce.

Associate Professor Dr. Dang Van Thanh believes that applying a loose fiscal policy, allocating 35% of the total state budget expenditure to development investment, is correct and creates potential for the country in the coming period. However, the disbursement progress and implementation speed are still slow, requiring measures to accelerate the disbursement of public investment and loan funds more promptly.

Accordingly, it is necessary to closely monitor and facilitate the process from project preparation and investment planning to each stage of investment and project implementation, promptly resolving any obstacles. In addition, special cases should be considered and addressed promptly.

Associate Professor Dr. Dang Van Thanh proposed that the National Assembly and the Government implement stable policies and solutions to improve the quality of the financial market, build investor confidence, and create opportunities for businesses to access credit. Some tax policies and tax management regulations for science and technology activities are no longer appropriate, so the National Assembly should include them in the legislative agenda soon.
