- As the initial segment of the Eastern North-South Expressway, the Huu Nghi Border Gate - Chi Lang Expressway project is 60 km long, passing through 7 communes and wards in Lang Son province. The project is invested under the public-private partnership (PPP) method with a total investment of VND 11,029 billion and commenced in April 2024, with expected completion in 2026.

After more than two years of implementation, with the decisive involvement of local authorities in land clearance and resettlement, and the determination of investors and contractors, many bridge sections and roadbed sections with deep excavation and embankment, involving over 20 million cubic meters of earth, rock, and road surface paving, have been basically completed by contractors according to the contract schedule, ensuring quality and timely progress.

In particular, on May 19, 2026, the Huu Nghi - Chi Lang border gate expressway project recorded a significant milestone with the completion and technical opening of a 27 km segment, from the end point of the Bac Giang - Lang Son expressway to the IC03 interchange, connecting with National Highway 4B in the outskirts of the former Lang Son city. The completed segment eliminated the dead-end connection point from the currently operating Bac Giang - Lang Son expressway to the central urban area of Lang Son province, contributing to reducing traffic pressure on National Highway 1.
Mr. Ha Quoc Toan, from Dong Kinh ward, said: "The opening of the 27km section for technical traffic has given people in the area hope that traffic will be more convenient in the future, especially reducing the pressure of trucks and container vehicles circulating on National Highway 1. However, we also hope that the construction units will soon complete the service roads and local roads so that travel will be safer and more convenient during the project's completion of the entire route."


This achievement is the result of the attention of Party and State leaders; the decisive direction of the leaders of the Ministry of Construction ; of Lang Son province; and especially the consensus and support of the people and the efforts of investors.
According to Mr. Tran Van Vuong, Deputy Director of the Department of Construction: The 27 km section from the IC3 interchange to Km45, connecting to the Bac Giang - Lang Son expressway, has now been fully completed in terms of road surface and traffic safety system, ensuring technical conditions for traffic opening as planned.
Currently, the Department of Construction is urging the investor, project enterprise, and construction contractors to expedite the completion of the remaining items, and at the same time complete the necessary documents and procedures to conduct inspection and acceptance testing as required, so that the project can be put into operation soon.

For the remaining section, investors and contractors are currently accelerating their efforts to complete the entire route by the end of September 2026, shortening the project's timeline by approximately three months. Mr. Luong Van Hiep, General Director of Huu Nghi - Chi Lang Expressway Joint Stock Company, stated: During the project's implementation, the contractor has strived to overcome many challenges, especially regarding the supply of construction materials and the fluctuating prices of fuel and construction materials due to political conflicts in the Middle East since the end of February 2026.

Accordingly, the project investor, who is also the direct contractor, has accepted hundreds of billions of VND in price subsidies to purchase and stockpile materials, and mobilize manpower to maintain production and ensure the set progress. It is known that currently, the investor and contractors maintain 2,600 personnel and 1,200 pieces of equipment across 130 construction sites in various packages. Many contractors are organizing "three shifts, four teams" of workers, working around the clock to accelerate progress, especially on the section from the Huu Nghi border gate area to the intersection with National Highway 4B and the section connecting the Tan Thanh and Coc Nam border gates and the Dong Dang - Tra Linh expressway project.

The Huu Nghi - Chi Lang border gate expressway project is a strategically important national infrastructure link, playing a crucial role in connecting economic trade between Vietnam and ASEAN countries with China. With the rapid progress being maintained, along with the unity and determination of the consortium of investors, contractors, and engineers working tirelessly under the sun and rain on the construction site, it is believed that the Huu Nghi - Chi Lang border gate expressway project will be completed 3 months ahead of schedule, contributing to maximizing investment efficiency and promoting development in this border region.

The Huu Nghi - Chi Lang border gate expressway project, in its phased design, features a 4-lane road with a 17-meter wide surface for the main 43-kilometer route from Huu Nghi border gate to the Bac Giang - Lang Son expressway; the connecting route to Coc Nam and Tan Thanh border gates, linking to the Dong Dang - Tra Linh expressway, is nearly 17 km long, with 4 lanes and a 22-meter wide roadbed (after the completion of the phased investment, the roadbed of the main 43-kilometer route will be widened to 32 meters from the Huu Nghi border gate area to Km 45, connecting with the Bac Giang - Lang Son expressway) in Nhan Ly commune. The entire route has a total of 38 bridges, of which the bridge cluster at Km41+450 – Km41+825 – Km42+825 (passing through Nhan Ly commune, Lang Son province) is considered one of the key items, with a total length of over 1km, running parallel to the existing railway line. |
