In the context of comprehensive digital transformation across all sectors and fields, citizens' personal digital signatures are crucial, enabling them to proactively carry out all administrative procedures in the digital environment. Currently, Quang Ninh province is intensifying its efforts to promote, provide free digital signatures, and offer guidance to citizens and businesses on the benefits and role of applying digital signatures in administrative reform and promoting digital transformation.

Citizens come to the Provincial Public Administrative Service Center to apply for free personal digital signatures.

Working in the banking industry and frequently needing to process administrative procedures online, Ms. Nguyen Quynh Lien (Hung Thang Ward, Ha Long City) promptly visited the Provincial Public Administrative Service Center to register for a free personal digital signature. There, digital signature certification service providers such as VNPT, Viettel , and BKAV guided and issued digital signatures via smartphone applications to those in need within minutes. Immediately after successful registration and activation, Ms. Lien was guided by staff to digitally sign her personal documents, completing the online submission of administrative procedures quickly and conveniently.

Ms. Nguyen Quynh Lien stated: "The steps to create and activate a personal digital signature are very quick. I only need to present my personal documents, and the staff of the service provider will be able to look up all the information on the system, register, and guide me on how to use the digital signature on online public service portals. Registering and using this digital signature service will definitely reduce the time spent on verification through direct methods, shortening the time required to complete administrative procedures."

According to Mr. Le Anh Khoa, an employee of the Business Center – VNPT Quang Ninh, a personal digital signature or electronic signature can essentially be understood as data that has been encrypted for each individual and secured with multiple layers of protection. Personal digital signatures are currently guaranteed by providers to be secure, preventing the leakage of personal information, and are legally recognized and regulated by the state. Personal digital signatures replace traditional handwritten signatures and are used in all civil transactions and administrative procedures in the electronic environment. Using digital signatures, organizations and individuals can easily sign, send, and process related documents and legal matters via the Internet without having to go to a physical location. All authentication and security operations of digital signatures on smart devices are absolutely secure.

Staff from telecommunications service providers instruct citizens on how to use digital signatures on the online public service portal.

According to statistics from the Provincial Public Administration Service Center, the number of online administrative procedures in the first five months of the year reached over 60% at the provincial level and 60-80% at the district level. Approximately 10,000 businesses registered for digital signatures, and over 6,000 digital signatures are currently in regular operation. However, the rate of citizens using personal digital signatures in transactions and administrative procedures is still low. At the end of May, the Provincial People's Committee issued a directive to implement comprehensive solutions for granting personal digital signatures to citizens, aiming for 10% of adult citizens in the province to use personal digital signatures to handle administrative procedures electronically by the end of 2023; and for 100% of heads of agencies, units, and localities in the province to use digital signatures and ensure security. Local departments and agencies continue to review and standardize processing procedures, reforming administrative procedures into simple and easy-to-understand steps; implementing digitization and digital signing of documents right from the reception stage, and returning digitally signed results to citizens and businesses…

Since the beginning of June, public administrative centers in the province have coordinated with providers to issue more than 1,000 individual digital signatures. After activating the digital signature containing encrypted data for each individual on mobile applications (Mysign, SmartCA, etc.), people can use it to replace traditional handwritten signatures and conduct online transactions such as banking transactions, tax declarations, electronic invoice signing, electronic customs declarations, and electronic social insurance. Currently, the province has integrated the remote digital signature feature (digital signatures on smart mobile devices) into the Provincial Public Service Portal, enabling hundreds of administrative procedures to be processed entirely online.

According to Nguyen Hai Van, Director of the Provincial Public Administrative Service Center: The Provincial Public Administrative Service Center has advised the Provincial People's Committee to issue a plan to promote the use of digital signatures and electronic results in resolving administrative procedures for citizens. In the third quarter, the Center will conduct training for officials of departments, agencies, and individuals, businesses, households, village and neighborhood leaders, and members of community digital technology groups in localities to promote the progress and effectiveness of issuing and using personal digital signatures.
