Accordingly, 2,199 administrative procedures of Lao Cai province, including provincial and commune levels, will be implemented regardless of administrative boundaries, starting from December 1, 2025. People and businesses can submit documents and receive results at any one-stop department in the province, no longer depending on their place of residence or management area. This is considered an important step in digitizing and modernizing public administrative activities, creating a foundation for e-Government.


The plan to implement 100% of administrative procedures regardless of administrative boundaries in Lao Cai province is divided into 2 phases.
Phase 1: Preparation and completion. In which, the province will complete the upgrading of technical functions of the Provincial Administrative Procedures Information System; complete the electronic process configuration for all 2,199 administrative procedures on the system. At the same time, organize specialized training for officials, civil servants, and public employees on the process of receiving, processing, returning non-territorial results and file digitization skills; complete the issuance of digital signatures to officials performing the tasks; widely disseminate to people and businesses. Time until November 30, 2025.

Phase 2: Official implementation. Accordingly, officially apply the reception, processing and return of results of 100% of administrative procedures according to the mechanism regardless of administrative boundaries in the whole province; organize regular monitoring, inspection and supervision of implementation at agencies and units; promptly summarize difficulties and problems to report and propose to the Chairman of the Provincial People's Committee for adjustment and supplementation (if necessary). Starting time from December 1, 2025.
Mr. Tran Tri Dung - Deputy Director of Lao Cai Provincial Public Administration Service Center said: "The implementation contributes to the innovation of the one-stop shop and one-stop shop mechanism. At the same time, it promotes the effectiveness of digital transformation in exploiting the Electronic Archive. Thereby, improving service quality, reducing time and costs for people and businesses when performing administrative procedures."
Lao Cai province currently has 2,199 administrative procedures, including: 1,875 provincial-level administrative procedures under the jurisdiction of departments, branches and sectors and 324 administrative procedures under the jurisdiction of the People's Committee at the commune level.
Up to now, after 4 months of implementing the two-level local government model, the satisfaction rate in handling administrative procedures in Lao Cai province has reached 95.75%.
