After nearly three months of implementing the two-tiered local government model, the Public Administrative Service Center (PVHCC) of Dam Ha commune has received and processed over 3,500 administrative procedures, with the online processing rate reaching over 90%. To achieve this result, the Center has made efforts to overcome difficulties in operating the new model, especially regarding infrastructure. Mr. Le Duy Hung, Deputy Director of the Center, said: "Most of the machinery and equipment were installed in 2017. Although they are still sufficient for processing administrative procedures for the people, they sometimes malfunction and cannot handle complex operations that require speed. The Center has reported to the Provincial Public Administrative Service Center to conduct a survey and invest in a more modern and synchronized technological infrastructure."
Similarly, in Ha Tu ward, the equipment used for digital technology is outdated and no longer suitable for current needs. Maintenance and replacement are difficult due to a lack of funding, while the demand for services from the people is increasing. This is a major difficulty hindering the implementation of administrative procedures in the digital environment, as well as the deployment of science and technology and innovation initiatives. However, with the determination to bring convenience to people in resolving administrative procedures, the ward is focusing on reviewing and investing in technical infrastructure and purchasing equipment to ensure full compliance with directives from the central and provincial governments. At the same time, it is proactively addressing emerging errors, obstacles, and infrastructure shortcomings at the Public Service Center to minimize disruptions and improve services for citizens and businesses.
Besides focusing on overcoming infrastructure difficulties, localities are prioritizing improving the digital capacity of citizens to gradually form the habit of using online public services and accessing the convenience of electronic identification. At the Public Service Center in Duong Hoa commune, citizens coming to resolve administrative procedures are guided by commune officials to submit applications online through the National Public Service Portal. With just a few clicks on a computer or smartphone, the application is sent and processed quickly; creating a clear shift in administrative reform and contributing to improving IT skills for each individual and household. Mr. Le Khac Luan (Hamlet 7, Duong Hoa commune) said: "The commune officials guided me meticulously step by step. Thanks to that, I was able to independently complete the online procedure for my child's birth certificate. Being proactive in digital technology makes carrying out administrative procedures more convenient and easier."
To enhance the digital literacy of the people, departments, agencies, and localities in the province have organized numerous training courses and guided people on installing and using the VNeID application; deployed working groups to villages and hamlets to support people, especially the elderly, ethnic minorities, and fishermen. Notably, the Provincial Youth Union established and effectively maintained 55 volunteer youth teams with nearly 2,400 volunteers participating in direct support at public service centers, guiding people on using online public services at levels 3 and 4, registering and activating VNeID electronic identification... Viettel Quang Ninh assigned staff to assist people in installing digital signatures. The Fatherland Front intensified propaganda through media and social networks, contributing to the effective promotion and implementation of Project 06 in the area.
