Currently, the province has completed the announcement and posting of 1,397 administrative procedures, including 1,118 provincial-level procedures and 279 commune-level procedures. All are fully updated on the National Public Service Portal and publicly available at the Public Administration Service Centers. The procedures are standardized in terms of forms, dossier components, and processing procedures, helping people easily access and monitor the progress of online settlement.
Notably, 100% of fees and charges for handling administrative procedures at provincial and commune-level public administrative centers have been implemented in a cashless manner. Most of the current procedures are provided as online public services at levels 3 and 4. Many important procedures such as business registration, construction licensing, land registration, tax declaration, etc. can be done completely online, helping to shorten the time for processing documents by 30-50%, saving costs and effort for people and businesses. Through the Provincial Public Service Portal or the National Public Service Portal, people can submit documents, monitor the processing progress and receive results at home via public postal services. To promote online public services, network operators have also provided nearly 55,000 free personal digital signatures to people, units and organizations.
Along with procedural reform, Quang Ninh pays special attention to upgrading modern administrative infrastructure. Information technology systems and wide area networks have been invested in, connecting synchronously from the province to the commune, ensuring smooth and secure information. The electronic document management and operation system has been deployed uniformly in 100% of state administrative agencies, completely replacing the traditional method of handling paper documents.
The province has also completed the connection of 32 specialized databases with the national data system, effectively serving the management and operation work. In particular, Quang Ninh has cooperated withFPT IS to build a new information system for handling administrative procedures on a cloud computing platform that meets international standards, ensuring data security and connecting with the province's Data Integration Center. This system plays a key role in authenticating, converting and synchronizing data, contributing to simplifying the process of handling administrative procedures, improving the quality of service for people and businesses.
According to the summary report of the Assessment Results of the People and Business Service Index on the National Public Service Portal, by the end of September 2025, the province achieved 86.72 points (up 10.99 points compared to August), ranking 7/34 provinces and cities (up 16 places compared to August 2025). Of which, 4/6 indexes were high compared to the scale, including: Online payment index reached 9.89/10 points; satisfaction index reached 17.69/18 points; administrative procedure settlement progress index reached 17.98/20 points; administrative procedure file digitization index reached 17.92 points/22 points). The above figures partly reflect the province's efforts in administrative procedure reform, efforts to build a compact, effective and efficient computer system to better serve the people and build a transparent and attractive investment and business environment for the business community and investors.
In the new development stage with increasingly higher requirements, especially the determination to implement the goals, targets and key tasks set out in the new term, the province and relevant departments and branches will continue to research and deploy solutions to simplify administrative procedures, especially in key areas such as investment, land, construction, etc.; propose to review and transfer a number of procedures of departments and branches, add them to the functions and tasks of the Provincial Economic Zone Management Board to form a common focal point in administrative procedure reform, support and attract FDI enterprises and investment enterprises in Industrial Parks. At the same time, well implement the work of controlling administrative procedures, reviewing and perfecting the process of handling administrative procedures in the direction of "optimization, simplicity, digitalization", ensuring that by the end of 2025, the processing time of administrative procedures related to investment, production, business and people's lives will be reduced by at least 30%.
Along with that, we will strengthen inspection and assessment of the satisfaction level of people and businesses with the government's services to serve as a basis for adjusting policies and improving the process of handling administrative procedures. At the same time, we will promote digital transformation in the operations of state agencies, ensuring that data is connected and shared; improve the capacity of cadres, civil servants, and public employees, especially those at the grassroots level, to meet the requirements of administrative procedure reform in the operation of the two-level local government model.
