
In the first 9 months of 2025, the revenue of FDI enterprises in the province reached nearly 4.3 billion USD, contributing to the budget is estimated at nearly 1,300 billion VND. Some specialized industrial parks have formed industry clusters such as: Automobile manufacturing in Viet Hung Industrial Park; electronic component assembly in Dong Mai, Song Khoai, Bac Tien Phong Industrial Park; textiles in Texhong Hai Ha Industrial Park; supporting industrial infrastructure in Dong Trieu Industrial Park...
To achieve these positive results, the FDI business community has received active support from relevant departments and agencies, especially in the reform of administrative procedures. Up to now, the province has completed 47 administrative procedures under its authority, bringing 100% of the procedures to be processed online, including 14 full online procedures, 33 partial online procedures; the time to process procedures has been shortened by an average of 30%; the entire process has been reviewed and adjusted according to ISO 9001-2015 standards.
In the first 9 months of 2025, the Provincial Economic Zone Management Board received and processed more than 300 administrative procedure records; of which 254 procedures were processed ahead of schedule, 55 procedures were processed on time, and no records were overdue. Administrative reform work contributes to improving service efficiency, creating maximum convenience for businesses and investors.
Along with administrative reform, the departments, branches and functional units of the province always listen, discuss, answer suggestions and remove difficulties for FDI enterprises in industrial parks and economic zones. With the assigned responsibility, the Provincial Economic Zone Management Board has maintained direct contact with investors and enterprises to grasp and handle difficulties; advise the Provincial Party Committee and Provincial People's Committee on the situation of production, business, public investment and import and export in the area.
During the working sessions, the main difficulties of FDI enterprises were recorded to be concentrated in a number of issues: Compensation, site clearance and land allocation in some industrial parks; difficulties in accessing land funds for project implementation; infrastructure, especially technical infrastructure and logistics, still lacks synchronization; high logistics costs, reducing the competitiveness of enterprises; increasingly high requirements from international investors on green economic development and digital transformation; some procedures on investment, tax, customs, etc. are still complicated and lengthy; the coordination mechanism between enterprises and management agencies is not really tight, leading to a lack of synchronization in planning and management, etc.

The Provincial Economic Zone Management Board coordinates with departments, branches and local authorities to accelerate site clearance, land allocation and land lease; shorten and simplify administrative procedures, especially in licensing and project implementation; strengthen coordination mechanisms, improve the efficiency of connections between enterprises and management agencies... At the same time, advise on building a sustainable development strategy for FDI enterprises in industrial parks and economic zones, ensuring harmony of environmental, technological and long-term competitiveness requirements.
Along with that, the province and its departments, branches and functional units focus on attracting investment in high-tech fields, processing and manufacturing industries, green industries and renewable energy. In particular, the Provincial Economic Zone Management Board coordinates with enterprises investing in industrial park infrastructure such as DEEP C to build an ecological industrial park model; gradually applying circular economy, clean energy, and waste treatment according to international standards.
Departments, branches and units actively coordinate with telecommunications corporations, including VNPT, Viettel,FPT to prepare 5G and IoT telecommunications infrastructure to serve the requirements of smart production and smart management in industrial parks and economic zones; gradually build a smart database and management system, apply digital technology in state management and support businesses. Many FDI enterprises in industrial parks and economic zones proactively apply modern technology in production, contributing to the stable growth of Quang Ninh's industrial production value.
Thanks to that, the business community, especially FDI enterprises, gradually stabilized and developed production and business activities, actively contributing to the results. GRDP for 9 months is estimated at 11.67%, the level highest increase in the past 10 years, leading the country and state budget revenue 9 months reached more than 51,500 billion VND, exceeding 21% of the plan .
