Units in the province are promoting propaganda, providing free information, propaganda, and guiding people and businesses to understand the benefits, role, and importance of applying digital signatures in performing online administrative procedures, promoting digital transformation.
Coming to the Ha Long City Public Administration Center to register a business, Ms. Nguyen Thi Cuc (Cao Thang Ward, Ha Long City) was introduced to a personal digital signature and instructed to sign digitally on a smartphone. "I was instructed by Viettel staff on how to use a digital signature, the operation is simple and quick. Currently, administrative procedures are received and resolved in an electronic environment, now having a digital signature will be very convenient for people" - Ms. Cuc shared.
To facilitate organizations and individuals in performing administrative procedures and accessing digital signatures conveniently and easily, from April 2023, VNPT and Viettel have arranged staff to issue digital signatures to citizens at public administrative centers at all levels in the province. When using digital signatures, organizations and individuals can easily sign, send, and process related documents and legal work through the electronic environment, without having to go directly to the place. All authentication and security operations of digital signatures on smart devices are absolutely safe.
Mr. Le Viet Ha, Deputy Director of Viettel Quang Ninh Digital Services, said: Digital signatures have a similar role to personal handwritten signatures, plus a seal of an agency or enterprise. Personal digital signatures are secured with many layers and are legally recognized when performing procedures in the electronic environment.
The issuance and use of digital signatures in administrative procedure settlement are being carried out free of charge. Quang Ninh strives to have 10% of adults using personal digital signatures to settle administrative procedure records in the electronic environment by 2023. By June 30, 2023, network operators have provided 4,787 digital signatures free of charge to people to submit records via online public services. The free digital signature service period is 1 year from the date of service activation.
Although digital signatures have been confirmed to be as valuable as handwritten signatures and red seals, especially being provided and used for free, the number of people registering and using them is still low. Currently, many administrative procedures related to tax, customs, and social insurance on the internet environment, businesses must use digital signatures.
To help people know and use digital signatures more, recently the Provincial Public Administration Service Center has printed billboards, posters, leaflets, and propaganda at public administration centers at all levels, and modern reception and result delivery departments at the commune level.
Ms. Nguyen Hai Van, Director of the Provincial Public Administration Service Center, said: The Center is coordinating with relevant units to plan training and instruct organizations and individuals on how to exploit and use digital signatures. The Center has provided a hotline number 1900558826 to support, receive feedback, suggestions and assist people in implementing remotely.
Each citizen is given a free digital signature to try out, which will help them get used to handling authentication on the phone, without having to directly use a handwritten signature, but still be able to carry out many procedures and transactions on the internet.
