Ms. Quach Cam Anh shared: Previously, my address was at Group 3, Long Thach area, Cam Thach ward, Cam Pha city. From July 1, my address has changed to Group 3, Long Thach area, Quang Hanh ward. All residence information is automatically updated on the VNeID application without me having to do anything. Therefore, when carrying out administrative procedures at the Administrative Service Center, it is very convenient, easy and fast.
From July 1, 2024 to now, the whole province has issued 384,400 new citizen identification cards from under 6 years old to 14 years old and above. The whole province has successfully activated 945,959 VNeID accounts for 100% of eligible citizens in the province. All of these accounts have been fully updated with data according to the new administrative unit since July 1. In addition to the permanent or temporary address, the original address is also changed according to the new information after the merger.
Updating full data according to new administrative units when merging administrative boundaries is an important step in the process of modernizing state management; at the same time, it helps people across the province easily access the National Public Service Portal, verify personal information and carry out administrative procedures conveniently and smoothly right from the first day of operating the 2- level government model.

My hometown has also been changed from Thai Binh province to Hung Yen province since July 1. Although there is a change in administrative boundaries, according to the instructions, I do not have to change the address information on the business registration certificate, credit records, personal documents... This helps people save time, costs, and efforts.
Lieutenant Colonel Nguyen Hong Van, Deputy Head of the Department of Administrative Management of Social Order (Provincial Police), said: From July 1, the administrative units of communes, wards, and provinces have been changed according to regulations. The competent authority on residence management is responsible for updating information to the national database on population. After being verified, the information is synchronized to the VneID application and the national public service portal. Updating this information helps people not have to declare information, making it convenient to carry out administrative procedures, contributing to administrative reform.
Along with the change of residence information, from July 1, the Immigration Department (Provincial Police) officially collects information of foreigners issued VNeID level 2 according to the provisions of Decree No. 69/2024/ND-CP (dated June 25, 2024) of the Government . Foreigners come directly to collect biometric information (face photo, fingerprint) at the Immigration Department (Provincial Police) . According to the review of the Immigration Department, the whole province currently has 178 foreigners who have been granted a valid temporary residence card and are eligible for VNeID level 2 on this occasion. Foreigners' accounts are used to carry out administrative procedures and public administrative services in the electronic environment. Using VNeID level 2 helps foreigners access, exploit, and use electronic identity information and other information shared, integrated, and updated from national databases, specialized databases, and all features, utilities, and applications of the electronic identification and authentication system, and the information system that has been connected and shared in accordance with the law.
However, there is currently a situation where many scammers have taken advantage of changes in information about administrative boundaries, permanent residence registration, birth registration, and hometown to call people to ask them to provide information or access strange links to take control of mobile devices. Therefore, the police agency recommends that people be vigilant against fraudulent acts.
Lieutenant Colonel Dang Trung Dung, Head of Quang Hanh Ward Police, said: Currently, information on administrative boundaries, permanent residence registration, birth registration, and hometown of all residents is updated. Therefore, people should always be vigilant against unusual calls and messages, not provide additional information to strangers, and quickly report to the police if they suspect fraud. When having questions about residential information, people should directly contact the local police, ward police, or call the hotline for citizen identification questions 19000368. Each citizen should be a shield, protecting their own information data.
