From November 1st, 2025, the Quang Ninh Provincial Social Assistance Center will be established by merging the Social Work Center, the Social Protection Center, and the Facility for the Protection and Care of Children with Special Circumstances. This demonstrates the province's determination to streamline its organizational structure, while simultaneously concentrating resources, improving management efficiency, and enhancing the quality of social assistance services. This will better meet the comprehensive care and support needs of vulnerable groups, from reception, nurturing, counseling, intervention, to rehabilitation and reintegration into the community.

One of the highlights of 2025 was the screening and psychological therapy activities for children with special needs. The center screened 122 children and provided intensive therapy for 53 cases with issues related to autism, mental disorders, language developmental delays, or ADHD. Thanks to the application of internationally standardized scales and a systematic intervention plan, many children have made significant progress, gradually controlling their behavior and integrating into the community and school.
Currently, the Center is also caring for 89 children under social welfare programs, including orphans, abandoned children, children with severe or very severe disabilities, and children with HIV. In addition to meeting their basic needs for food and shelter, the Center places special emphasis on education and career guidance. In 2025, three individuals completed college, university, or vocational training programs, and the Center assisted them in finding employment.
The center is also providing support to 157 vulnerable individuals, the majority of whom are elderly, disabled, and those in particularly difficult circumstances. Beyond ensuring comfortable living conditions, the center strives to improve the quality of comprehensive care through regular health check-ups, monitoring of medical conditions, rehabilitation, psychological counseling, and facilitating participation in appropriate cultural and spiritual activities, contributing to the psychological stability and health improvement of these individuals.

Social assistance work has expanded beyond the confines of care facilities, reaching out to the community. The center has managed 110 vulnerable individuals within their families. Through coordination with communes and wards, staff have directly collected information, provided counseling, and supported orphaned children, severely disabled individuals, and elderly people living alone in their places of residence.
Over the past period, the care for vulnerable groups in the province has always been a priority for all levels and sectors, implemented comprehensively and effectively in conjunction with social security policies. The province has focused on reviewing and updating the list of eligible beneficiaries, ensuring timely and proper implementation of regular and emergency social assistance programs; while also emphasizing expanding access to basic social services such as healthcare , education, housing, and employment.
Furthermore, many localities in the province have proactively developed and replicated community-based models for caring for vulnerable groups, promoting the role of families, clans, and society in supporting the elderly, people with disabilities, and children in special circumstances. The work of protecting and caring for children, preventing violence and abuse, and supporting vulnerable women continues to be implemented effectively, contributing to improving the quality of life for the people.
