Care for and improve people's lives

Throughout his life, Uncle Ho always kept in mind: "I have only one desire, the utmost desire, which is to make our country completely independent, our people completely free, everyone has food to eat, clothes to wear, everyone can study". According to Uncle Ho, taking care of people's lives means making people fulfill their obligations and enjoy their rights in a progressive and fair society, with a complete and increasingly perfect legal framework, so that people are truly the masters in the new society and increasingly enjoy material and spiritual benefits.

Applying and promoting the thoughts and viewpoints of President Ho Chi Minh, since the re-establishment of the province (in 1997) up to now, the Party Committee and authorities at all levels in the province have always paid special attention and prioritized devoting many resources to implementing social security policies, gradually transferring the achievements of economic development to people's lives, constantly improving and raising people's income and welfare.

The social assistance system continues to be improved in the direction of caring for both material and spiritual life, helping people promptly overcome difficulties caused by the impact of economic and social crises, natural disasters, epidemics and other risks.

Social security policies and solutions are implemented synchronously on all three aspects, including helping people increase their access to public services, especially in health care,education , vocational training, legal aid, housing, insurance, etc.; supporting production development through policies on preferential loans, interest rate support, job security; developing infrastructure to better serve people's cultural and spiritual life.

The beneficiaries of the policy are increasingly expanding, from support for preschool children, students, workers, people from poor and near-poor households, people with meritorious services, social protection beneficiaries, women, lonely elderly people, the elderly to cremation support policies...

The whole province currently has more than 43,400 people receiving monthly social benefits in the community with an average total annual payment of about 330 billion VND, of which in the first quarter of 2025 alone, this figure is 88.7 billion VND.

For many years, Vinh Phuc has always been in the top localities with the highest social assistance standards in the country and higher than the regulations of the Central Government. Vinh Phuc is also one of four provinces and cities nationwide that have issued specific poverty reduction policies to support households that are unable to escape poverty to access basic social services and have regular income, contributing to shortening and eliminating the gap in living standards between population groups.

To increase people's income, the province has focused on leading and directing the improvement of the quality and speed of economic growth; promoting industrialization and modernization; restructuring the economy in conjunction with growth model innovation; building synchronous and modern infrastructure... At the same time, effectively implementing policies to support vocational training associated with job creation for workers; supporting poor and near-poor households to borrow preferential loans for economic development, job creation, and labor export.

In addition, the province focuses on promoting propaganda, mobilizing and socializing resources to join hands in implementing activities to ensure social security for people, especially poor, near-poor and disadvantaged households.

Every year on the occasion of Lunar New Year, all levels, sectors, localities, organizations, associations and unions in the province mobilize businesses and philanthropists to join hands to support, contribute and give gifts to 100% of poor households, near-poor households, households in difficult circumstances and social protection beneficiaries.

In the period of 2019 - 2024, the Vietnam Fatherland Front Committees at all levels mobilized and mobilized resources to support the construction and repair of more than 1,920 solidarity houses for poor and near-poor households with a total cost of more than 111 billion VND. Vinh Phuc is currently one of 15 provinces and cities nationwide that no longer have temporary or dilapidated houses. The poverty rate in the whole province by the end of 2024 will decrease to 0.43%; average income per capita will reach more than 140 million VND/person/year. 100% of families of meritorious people have a standard of living equal to or higher than the average standard of living of the residential community.

Uncle Ho's teachings on caring for people's lives have always been deeply understood by the Party Committee and authorities at all levels in the province and focused on leading and directing implementation with correct policies and decisions that are in line with the people's wishes.

In the coming time, the province will continue to promote the implementation and effective implementation of economic development tasks in parallel with ensuring social security, improving people's income and living standards; improving social welfare for all people, ensuring that all people have access to and enjoy basic, quality social services...
