By synchronizing all aspects of personnel management, especially linking planning with training, Dai Loc district has sent 135 officials for training since the beginning of the term.
In addition, every year dozens of officials and civil servants are sent to attend training courses to update their knowledge, improve their Party work skills, and receive leadership and management training at the district and departmental levels according to the province's training plan. Currently, 100% of leaders and managers at all levels have received training according to their positions; the majority of officials slated for leadership and management positions have also received training according to their planned positions.
Dai Loc also promotes the rotation of cadres, aiming to innovate the working environment and create conditions for cadres, especially young cadres, to be trained, honed, and challenged in different fields and locations. This allows them to accumulate experience and develop practical skills, helping them mature more comprehensively and meet the immediate and long-term personnel requirements of the entire political system.
According to Mr. Nguyen Hao, Secretary of the Dai Loc District Party Committee, the rotation of cadres is carried out in a democratic, objective, open, and transparent manner, closely linked to cadre planning and training; and in line with the policy of appointing Party committee secretaries who are not from the local area. By the end of 2023, 100% of the Party committee secretaries of communes and towns in Dai Loc were not from the local area.
Cadres transferred to new units and localities have consistently demonstrated their capabilities, effectively fulfilling their roles and responsibilities, proactively learning, closely engaging with their work, and actively contributing their efforts and intellect to the leadership and organization of political tasks at the grassroots level. The majority of cadres, after transfer, have matured, accumulated practical experience in leadership and management, and have been appointed or nominated for positions equal to or higher than their current positions.
Mr. Nguyen Hao stated that doing a good job in personnel management is crucial to the successful implementation of local tasks. Accordingly, the Standing Committee of the District Party Committee and the Dai Loc District Party Committee have clearly defined the viewpoint: cadres should not seek out the Standing Committee of the District Party Committee or Party organizations in planning, promotion, and appointment; on the contrary, the Standing Committee of the District Party Committee and Party organizations must seek out cadres. This clear viewpoint allows the district to monitor, evaluate, and include cadres in planning, training, promotion, and appointment; avoid group interests and parochialism; maintain unity and cohesion; and find cadres who are virtuous, talented, dedicated, and responsible to the locality.
On-the-job training
Based on the demands of the local movement and the practical needs of cadres, from 2021 to the present, the Tam Ky City Party Committee has appointed, reappointed, nominated, transferred, and rotated 74 cadres and civil servants.
In particular, according to Tam Ky City Party Secretary Nguyen Thi Thu Lan, Tam Ky has resolutely implemented the rotation of cadres to innovate the working environment and train cadres based on practical experience.
Specifically, 12 young, promising officials, who were leaders of various departments, were transferred to assume the positions of Party Secretary and Chairman of the People's Committee of communes and wards, and 7 commune/ward Party Committee Secretaries were rotated horizontally; 64 officials, civil servants, and public employees were reassigned to different positions.
“The process of deploying and rotating Party committee secretaries at the commune level who are not from the local area has been generally smooth. Most Party committees at all levels and the rotated officials have expressed strong agreement with the policy of the Tam Ky City Party Standing Committee, affirming that this is a correct policy of the Party, consistent with reality, and contributing to better development of the capabilities and strengths of officials. This also helps train officials and enables each locality to achieve new levels of development,” Ms. Lan observed.
With ethnic minorities accounting for 80% of the population, the Standing Committee of the Nam Giang District Party Committee and its subordinate Party committees have consistently focused on improving the quality of ethnic minority cadres over the years. This is considered a particularly important task contributing to enhancing the effectiveness of state management, building a strong political system, developing socio -economic conditions, and strengthening the unity of ethnic groups in the district.
Notably, in concretizing Resolution No. 21 dated February 10, 2022, of the Provincial Party Committee Standing Committee, the percentage of ethnic minority cadres, civil servants, and public employees in general, and the percentage of ethnic minority leaders and managers at the district and commune levels in particular, is gradually increasing compared to the percentage of the ethnic minority population in the district. Mr. Le Van Huong, Secretary of the Nam Giang District Party Committee, said that the locality has exceeded all the targets set out in Resolution No. 21.
Specifically, ethnic minority cadres participating in district-level Party committees reached 62%/50%; ethnic minority leaders and managers at the departmental level reached 55%/35%; and three-quarters of key district-level leadership positions were held by ethnic minorities.
"The district is focused on deploying and rotating cadres to grassroots levels or between different localities, agencies, and units to ensure both the strengthening of cadres in necessary areas and fields, and to meet the requirements for training cadres through practical experience in difficult areas," Mr. Huong said.
According to Phan Van Binh, Head of the Provincial Party Committee's Organization Department, in the coming period, Quang Nam will continue to focus on concretizing the Party's guidelines and policies on cadres and cadre work; especially the following guidelines: Heads of departments select and nominate cadres from the planning process to carry out the election and appointment process for their deputies; Party secretaries nominate candidates for election to the Standing Committee and are responsible for their nominations; granting heads of departments the authority to appoint cadres from the planning process, dismiss heads of subordinates, and be responsible for their decisions… ensuring synchronization, interconnectedness, and uniformity within the political system from the province to the grassroots level and in accordance with reality. The province will strongly innovate the recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a substantive manner, focusing on finding the right people, based on measurable results, with no forbidden areas and no exceptions in cadre evaluation. There should be an effective mechanism to screen and remove from positions those who lack the necessary qualities, abilities, and credibility, while utilizing those with outstanding capabilities...
