
Quang Ninh province is concretizing that spirit through systematic, long-term, and decisive steps to build a modern, comprehensive healthcare system capable of providing adequate healthcare for the people in the new era. The province's healthcare infrastructure has been heavily invested in and developed. A series of large-scale key healthcare projects have been put into operation, such as the Obstetrics and Pediatrics Hospital, the Geriatrics and Rehabilitation Hospital, the Lung Hospital, the Dong Trieu Regional General Hospital, and the Provincial Center for Disease Control… In particular, many major healthcare projects are being implemented by the province, such as: the expansion and upgrading of the Vietnam-Sweden Uong Bi Hospital (nearly 1,300 billion VND); the construction of a 12-story outpatient clinic at the Provincial General Hospital (nearly 1,240 billion VND); the expansion of the Quang Ninh Obstetrics and Pediatrics Hospital, phase II (665 billion VND); and the expansion of the Bai Chay Hospital (210 billion VND).
Along with infrastructure investment, the province pays special attention to developing specialized healthcare, focusing resources on provincial-level hospitals to master many advanced techniques, helping people access quality medical services right in their locality. To date, Quang Ninh has 4 hospitals that have achieved specialized status, including: the Provincial General Hospital, Vietnam-Sweden Uong Bi Hospital, Bai Chay Hospital, and Quang Ninh Obstetrics and Pediatrics Hospital. These hospitals have independently implemented over 70% of the special technical procedures as regulated by the Ministry of Health ; these are complex techniques requiring high professional expertise and modern equipment. A notable milestone is the successful implementation of kidney transplantation at the Provincial General Hospital and the Vietnam-Sweden Uong Bi Hospital. With mastering many advanced and specialized techniques, the rate of multi-level referrals in Quang Ninh is currently only 3.86%, the second lowest in the country and much lower than the national average of 11.32%.

To meet the growing demand for high-quality medical examination and treatment, the provincial health sector is developing and proposing a plan for the development of specialized medical services at healthcare facilities throughout the province. Several centers are planned, including: a Cardiovascular, Spinal Neurosurgery, Diagnostic Imaging and Interventional Radiology Center (Provincial General Hospital); an Oncology, Training and International Cooperation, Quality Management and Social Work, Trauma and Orthopedics, Urology - Andrology - Pelvic Floor Center (Bai Chay Hospital); a Prenatal Diagnosis, Reproductive Support and Genetics Center ( Quang Ninh Obstetrics and Pediatrics Hospital); a Hyperbaric Oxygen Center (Geriatrics and Rehabilitation Hospital); and a Smart Emergency Operations Center in the province.
Quang Ninh province places special emphasis on strengthening grassroots healthcare to bring health care services closer to the people. Currently, 96.5% of communes, wards, and special zones in the province have met national criteria for healthcare; the health insurance coverage rate has reached 95.56%; and the average life expectancy of the people is 75 years. The province's healthcare indicators are currently high compared to the national average, with 17 doctors per 10,000 people, 25 nurses per 10,000 people, and 57.7 hospital beds per 10,000 people.
This is also a crucial foundation for Quang Ninh to effectively implement Resolution No. 72-NQ/TW of the Politburo on breakthroughs in protecting, caring for, and improving people's health in the new situation. The Resolution requires a strong shift from a treatment-oriented mindset to proactive disease prevention; from centralized treatment to comprehensive, continuous, early, and remote healthcare; and placing the people at the center of all health policies. One of the important goals set out in Resolution No. 72-NQ/TW is that from 2026, people will receive free periodic health check-ups or screenings at least once a year, and will have electronic health records created to manage their health throughout their lives, gradually reducing the burden of healthcare costs. By 2030, people will be exempt from basic hospital fees within the scope of their health insurance benefits according to the roadmap.
