The Ministry of Construction said that recently, the demand for buying and renting social housing in many localities has increased sharply; people are especially interested in projects that have been opened for sale and announced to receive applications.
However, at some social housing projects, there have been cases of crowding, jostling, and fighting for places to queue; people queue overnight, make their own lists of numbers, and keep their spots, potentially posing a risk of disputes that disrupt security and order; illegal brokers, "file brokers", and illegal deposit collection have arisen, causing frustration and affecting the image and effectiveness of social housing policies, distorting policies, affecting people's trust, and making it difficult for local state management.
To ensure that the receipt of social housing purchase-hire-purchase applications takes place in an orderly, transparent, convenient and in accordance with regulations, the Ministry of Construction requests the People's Committees of provinces and centrally-run cities to direct the implementation of the following tasks and solutions:
Direct the Department of Construction and relevant agencies to urge social housing projects in the area to speed up progress and put the projects into operation soon.
Publicly disclose information for all projects being implemented in the area, at least 30 days before receiving documents. The public content includes information: project scale, number of apartments, selling price, rental price, time and place of distributing documents; start and end time of receiving documents, etc.
Instruct people to prepare documents and papers proving eligibility and full conditions, avoiding having to supplement and travel many times; direct agencies and units with people registering to buy social housing or local competent authorities to confirm eligibility, income conditions, and housing conditions for subjects according to the form of Circular No. 32/2025/TT-BXD dated November 10, 2025 of the Minister of Construction.
Direct local police to coordinate with the People's Committee of the commune where the project is located and the investor to develop a plan to ensure security and order, traffic flow, and avoid crowded gatherings and jostling.
Publicize the list of people eligible to buy or lease social housing after signing the contract and update the list of people eligible to buy or lease social housing on the Department of Construction's website to serve post-inspection work, avoiding duplicate subjects.
Direct the functional forces to inspect and handle the following acts: illegal brokerage, "baiting", collecting deposit money, collecting "guarantee application success" fees, and selling " diplomatic quotas" against regulations. Publicly announce organizations and individuals who violate the law to warn people. Strengthen information and communication work on social housing policies in the area so that people can understand the policies and avoid being deceived.
Strengthen post-inspection and handling of violations: regularly check the management and use of social housing; strictly handle and revoke apartments in cases of false declaration, illegal transfer or transfer to the wrong subjects.
Directing investors of social housing projects to strictly implement the procedures for buying and selling social housing according to the provisions of law;
Publicly announce information about social housing projects on the company's information page, and at the same time send project information to the Department of Construction and the People's Committee of the commune where the project is located for announcement and posting on other official local information channels as prescribed.
For direct application submission, the investor is required to arrange multiple reception points; divide by time frame, day, or by residential area, have guidance signs, have support forces to regulate and divide the flow to avoid concentration at one time; have backup plans when the number of people submitting applications exceeds the reception capacity.
In case it is necessary to extend the time for receiving dossiers, promptly announce publicly at dossier receiving locations, mass media and report to competent authorities to ensure that all applicants have their dossiers received.
Encourage the application of digital technology: receiving applications online, queuing electronically, distributing applications online to reduce the number of people coming in person.
Social housing buyers should proactively learn about legal regulations to avoid being taken advantage of and profiteering; proactively learn about social housing information in the area through official channels such as: Electronic information page of the Department of Construction, People's Committee of the commune where the project is located, newspapers that are the mouthpiece of local authorities, official information page of the investor;
Only work directly, following the instructions of the investor's staff; do not buy or sell through "brokers", intermediaries or believe in "diplomatic quotas" or "internal quotas".
Follow the instructions of staff or security guards at the application submission point, do not jostle or push.
Declare and be responsible for the truthfulness of the registration documents; only submit documents to one project, do not ask someone else to stand in your name on the application.
