A concrete mixing facility causing air pollution in Don Thuan commune, Trang Bang town was promptly handled by local authorities.
Specifically, for the central urban area and traffic intersections, the air quality between the northern and southern urban areas of the province is different. Most of the values of SO 2 , CO, NO 2 , O 3 , and PM 2.5 dust are within the allowable limits of the National Technical Regulation on Air Quality - QCVN 05:2023/BTNMT. The air quality in Tay Ninh city is still good and there are no signs of pollution.
At some points, the noise level at some intersections exceeded the standard. In Trang Bang town, the values of SO 2 , NO 2 , CO were all higher than in Tay Ninh city; the average value of total suspended dust (TSP) and PM 10 dust in 2021-2022 exceeded the standard by 1.2 - 1.8 times, the percentage of days with good air quality index (VN_AQI) values gradually decreased in the period 2021-2024 (from 47% to 9%). The air quality in the southern part of the province reflects the level of urbanization and industrial concentration, traffic density connecting Ho Chi Minh City, provinces in the region and the Kingdom of Cambodia.
For the border economic zone, industrial park, industrial cluster, the values of total suspended dust (TSP), SO 2 , NO 2 , CO parameters are all within the allowable limits of QCVN 05:2023/BTNMT. Most of the industrial parks in the province attract the main industries of production of new materials, construction materials, construction additives, construction components; pharmaceuticals, medical equipment; production of components, equipment and machinery for industry - agriculture - fishery; electrical equipment components; production of household products and handicrafts; assembly of bicycles, motorbikes, cars, specialized means of transport; Textile dyeing, garment... using boilers with fuels such as firewood, coal, FO oil... are all sources of high pollution parameters. However, the air quality in economic zones, industrial parks, and industrial clusters in the period of 2019-2024 is managed and controlled quite well.
In other areas, during the period 2019-2024, the monitored values of noise, SO 2 , CO, NO 2 , O 3 , TSP, PM 10 and PM 2.5 were all within the permissible limits of QCVN 05:2023/BTNMT.
In recent times, the coordination between levels and sectors in environmental management has been given due attention. The coordination between agencies, units and socio-political organizations in implementing environmental protection communication work has been strengthened, especially in the air environment.
Agencies, departments and branches in the province such as: Department of Agriculture and Environment, Provincial Police, Provincial Economic Zone Management Board, Department of Industry and Trade regularly coordinate to solve related environmental issues in the province, regularly exchange information, documents, crime situation and violations of environmental protection laws of organizations and individuals operating in production and business in the province; strengthen inspection, examination and strict handling of violations to ensure objectivity, unity and mutual support in implementation.
Propaganda work is chaired by the Department of Agriculture and Environment, in coordination with departments, branches, sectors and levels, regularly carried out on mass media to raise awareness of climate change response, economical, efficient and sustainable use of resources and environmental protection, in response to World Environment Day 5.6, the Campaign to Make the World Cleaner, Biodiversity Day...
The Department of Agriculture and Environment shall preside over and coordinate with units to thoroughly handle establishments causing serious environmental pollution in the province according to Decision No. 64/2003/QD-TTg dated April 22, 2003 and Decision No. 1788/QD-TTg dated October 1, 2013 of the Prime Minister.
Regarding the production of fired clay bricks in the area, the Provincial People's Committee approved the policy of converting Hoffman technology to Tuynel technology of 43 fired clay brick production facilities; issued Decision No. 1366/QD-UBND approving the plan for developing construction materials in Tay Ninh province for the period 2022-2025, with a vision to 2030, and providing a roadmap to eliminate construction material production technology that causes environmental pollution.
By the end of 2024, 15 establishments (20 stations) had installed automatic emission monitoring systems, continuously completed automatic and continuous emission monitoring systems and transmitted data directly to the Department of Agriculture and Environment for monitoring and supervision; the unit has issued a document requesting the remaining enterprises to install automatic and continuous emission monitoring systems according to the provisions of Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government.
Since January 2021, there have been 2 fixed, continuous automatic ambient air monitoring stations in Tay Ninh city (30.4 street) and Trang Bang town (Trang Bang town intersection) invested in and installed by the Department of Agriculture and Environment, put into operation and exploitation, contributing to the completion of the provincial environmental monitoring network, providing reliable data for the local environmental monitoring data system.
In order to effectively implement the air quality management plan in the province in the coming time, the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to maintain the implementation of the air environment monitoring program in the periodic environmental quality monitoring program in the province; review and update the environmental monitoring network in accordance with the province's socio-economic development plan; monitor automatic and continuous air monitoring stations in the province, air pollution hotspots (if any); synchronously build an information system and database on air quality; calculate and publish the ambient air quality index according to the instructions of the General Department of Environment in Decision No. 1459/QD-TCMT dated November 12, 2019 of the General Department of Environment; Transmit data from the system of automatic and continuous monitoring stations to the Ministry of Agriculture and Environment, the provincial Center for monitoring and operating the socio-economic system so that specialized agencies, news agencies and the press can monitor and access.
The Department of Agriculture and Environment inspects and supervises the management and operation of the automatic continuous emission monitoring system; coordinates with relevant units to review, urge and handle production establishments that are required to conduct automatic and continuous monitoring and transmit data to the Department of Agriculture and Environment according to the provisions of the Law on Environmental Protection but have not yet implemented; monitors and supervises to promptly detect and strictly handle cases with emission monitoring data exceeding the permitted limits according to the provisions of law; reviews and guides establishments to ensure proper implementation according to the provisions of Circular No. 10/2021/TT-BTNMT dated June 30, 2021 of the Ministry of Natural Resources and Environment.
