Accordingly, the Chairman of the People's Committee of Bac Ninh province directed:
Provincial departments, branches, sectors, provincial socio -political organizations; People's Committees of communes, wards, relevant agencies and units strictly implement Official Dispatch No. 170/CD-TTg dated September 22, 2025 of the Prime Minister.
Monitor, update, grasp the storm's developments, focus on leadership and direction, review, update plans, be ready to immediately deploy response measures to super storm Ragasa with the most drastic spirit, early, from afar, proactively respond at the highest level, anticipate the worst scenario to ensure the safety of people's lives, limit damage to property of the People and the State, not to be passive or surprised in any situation.
Deploy the disaster prevention and control shock force to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of floods, inundation, flash floods, and landslides. Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, and areas at risk of flash floods and rapids. Review plans, forces, and vehicles, be ready to organize and implement support for evacuation and relocation of people in unsafe areas before the storm directly affects them and deploy response, rescue, and relief work when bad situations occur.
Assign leaders and functional agencies to localities and key locations to directly command when situations arise. Specifically inspect the "4 on-site" work, focusing on stockpiling food, necessities, and rescue equipment to prevent heavy rain and floods that cause long-term disruption. Proactively clear the flow of canal systems, pump and drain to prevent flooding and protect rice, vegetables, aquatic products, and industrial zones and clusters. Propagate and mobilize people to quickly and neatly harvest ripe rice and vegetables that are ready for harvest or are about to be harvested to avoid damage, and prioritize harvesting areas at risk of flooding.

Urgently direct the review and inspection of key weak points on the dike system, dams, and irrigation works to have timely treatment plans. Prepare to deploy plans to protect key weak points of dikes and dams according to the "4 on-site" principle; be ready to mobilize forces, materials, vehicles, construction machinery, and equipment to protect dikes and dams, prevent and combat natural disasters, and proactively evacuate people and property to ensure safety.
Directing the review and readiness to deploy work to ensure the safety of civil works, construction activities, traffic safety, telecommunication infrastructure, tower cranes... during the time affected by the storm.
Proactively deploy as soon as possible measures to reinforce and ensure the safety of houses and infrastructure works, limit damage to production, and support people in harvesting agricultural products approaching harvest time with the motto "green house is better than old field" to limit damage caused by storms.
Irrigation works exploitation companies, Drainage and Wastewater Treatment Center, Bac Ninh Drainage and Wastewater Treatment Joint Stock Company proactively coordinate with local authorities, relevant agencies and units to review and clear the flow of sewers and canals to proactively pump and drain to prevent flooding and protect agricultural production and industrial parks, clusters, urban areas and residential areas.
Bac Ninh Newspaper, Radio, Television and local media agencies increase information and communication on developments of storms, rains and floods.
Regularly update information and promptly report to the Civil Defense Command (standing agency of the Provincial Military Command) and the Department of Agriculture and Environment (through the Irrigation Sub-Department) for synthesis and advice on direction and operation.
