The quality of policy decisions determines the standing of the People's Council.

In his closing remarks at the National People's Council Conference on implementing directions and tasks for the 2026-2031 term on May 28, National Assembly Chairman Tran Thanh Man requested that each local policy decision must truly stem from reality, be "correct, accurate, and timely," highly feasible, have a long-term vision, unlock resources and create new development momentum, ensuring double-digit growth.

This is perhaps what voters most expect from elected bodies! Every resolution issued must address difficulties, resolve people's concerns, promote socio -economic development, and create tangible changes in the locality. When people clearly feel the positive changes from the resolutions of the People's Council, the role and power of elected bodies will be truly affirmed.

Furthermore, in the current context, the goal of high growth, pressure to reform the administrative apparatus, the need for stronger decentralization, and increasingly fierce competition to attract investment – ​​all require the People's Council to improve both the quality and speed of policy response.

In order to arrive at "correct, timely, and highly feasible" policy decisions as required by National Assembly Chairman Tran Thanh Man , the People's Councils must be more proactive in identifying practical problems.

Many local bottlenecks can be identified very early through monitoring, voter outreach, field surveys, or dialogue with businesses and citizens. These could include lengthy investment procedures, a lack of clean land, and inadequate logistics infrastructure; or issues directly affecting people's lives such as overcrowded schools and hospitals, a shortage of social housing, a lack of stable employment, and delays in issuing land use rights certificates. If the People's Council and elected representatives do not closely follow the reality and do not identify these "bottlenecks" early, policies can easily lag behind real-life implementation.

From this perspective, the supervisory activities of the People's Council are not only a tool for evaluating the effectiveness of policy implementation and public service responsibilities, but also a very important channel for identifying problems and policy recommendations.

Furthermore, local resources are always limited and cannot address all issues simultaneously. Therefore, the People's Council must correctly identify breakthrough areas and bottlenecks within bottlenecks. Some localities need to prioritize procedural reforms to attract investment; others need to focus on connecting infrastructure; still others need to resolve obstacles related to planning, land, or high-quality human resources... If the focus is not correctly identified, policies can easily become scattered, wasting resources but yielding low effectiveness.

Today, development resources lie not only in the state budget, but also heavily in the private sector, innovation, data, digital transformation, and the quality of human resources. Therefore, sound policies must aim to unlock social resources, reduce compliance costs, create a stable and transparent investment environment, and build trust among businesses and citizens.

In particular, the quality of policies depends heavily on the policy impact assessment process. Does the policy have the resources for implementation? Is it suitable for the local government's implementation capacity? Will it generate new compliance costs for businesses and citizens? Will it create risks of vested interests or favoritism? What are the potential negative impacts, and what are the solutions to mitigate them? These are questions that the People's Council must carefully consider before making a decision.

Currently, there is immense pressure to meet deadlines in policy-making. To take a proactive approach, the Standing Committee of the People's Council and its committees need to participate early in the process of developing proposals and draft resolutions, instead of only reviewing them at the final stage. This will allow elected bodies to provide feedback, assess impacts, review feasibility, and identify potential shortcomings. This is also a way to limit the situation where resolutions are issued but are difficult to implement or require constant adjustments.

Ultimately, the standing and prestige of the People's Council are built upon the quality of each decision and its practical effectiveness in implementation. Only when resolutions truly address development bottlenecks, resolve issues of public concern, and bring about tangible changes in the locality, will the role and power of this elected body be truly affirmed.
