Brain drain and the waste of talent still persist.

(NLĐO) - Talented individuals need to be identified early, nurtured, and systematically developed from primary school to university and postgraduate levels.

On April 8th, in Hanoi, the Ministry of Education and Training (MOET), in collaboration with Tien Phong Newspaper and higher education institutions, organized a workshop titled "Training and Utilizing Talent in the New Context".

Speaking at the conference, Professor Nguyen Tien Thao, Director of the Department of Higher Education, Ministry of Education and Training, frankly stated that policies for identifying and nurturing talent are still unsystematic and inconsistent, and the link between training, research, and employment is weak. Meanwhile, policies on remuneration, working environment, and development opportunities are not competitive enough in the context of globalization of high-quality human resources. The phenomenon of "brain drain" and wasted talent still exists. We need leading scientists to lead core technologies, emerging technologies, next-generation energy, etc.

Sharing his views on solutions for training and utilizing talent, Professor Nguyen Tien Thao suggested that, first and foremost, it is necessary to build a system for early and interconnected talent identification and nurturing, forming continuous "elite training streams" with special selection mechanisms. Talent does not appear randomly but needs to be identified early, cared for, cultivated, and systematically nurtured from high school to university and postgraduate levels. In addition, a fundamental reform of the talent training model is needed, shifting strongly towards individualized learning, training linked to research, and connection with key laboratories and strong research groups. Simultaneously, training must be closely linked to the utilization of talent, with breakthroughs in policies to attract and utilize talent.

The Director of the Department of Higher Education also emphasized the formation of national programs for the development of scientific talent, in which the State plays a nurturing, constructive, and guiding role; attracting talented international experts to Vietnam. Each higher education institution must become a true "nursery," a place to sow and nurture great aspirations; a "talent attraction hub"; a research university and innovation center that meets international standards, is competitive in the region, and becomes a place where talent converges. According to Professor Nguyen Tien Thao, investing in talent is not just investing in education, but investing in the future of the nation. A strong higher education system will not only train excellent students, but also create individuals with aspirations, character, and the ability to lead development.

Emphasizing the crucial role of linking with businesses and the international community in facilitating students' access to new technological trends, Professor Chu Duc Trinh, Rector of the University of Technology, Vietnam National University, Hanoi, stated that, in addition to ensuring the quality of training, higher education institutions must be centers for research, innovation, and technology transfer. "Talented students are not just those who graduate with honors, because there are many who do. Similarly, many high school students excel in exams and win international medals, but when they return to apply that knowledge to real life, they are not yet proficient. In the future, we need to create an environment where they can demonstrate their talent and bring it into practice," said Professor Chu Duc Trinh. According to him, talent must be demonstrated through the value they bring to their work, by tackling challenging tasks, and by taking a leading and pioneering role.

Talent development needs to be personalized.

Ms. Tran Thuy Duong, Principal of Hanoi-Amsterdam High School for Gifted Students, believes that the concept of talent in schools is clearly shifting. Previously, teachers assessed students specializing in Mathematics as being good at Math, and similarly, those specializing in Literature as being good at Literature. Recently, teachers have changed their thinking about talent towards multiple intelligences. Thus, a student specializing in Mathematics may be very good at robotics, art, and debate... Or a student specializing in foreign languages ​​may also be very good at STEM.

With this perspective on talent, according to Ms. Duong, the school also approaches students from many different angles. Teachers need to discover the unique qualities of each student. Therefore, not all students specializing in Mathematics must aim to compete in the Olympiad; it is normal for only 1-2 students in an entire cohort to make the team to participate in the International Mathematical Olympiad.

According to Ms. Duong, the school club model is an effective way to discover and develop talent. It provides an environment for students to express and nurture their passions; even students specializing in Literature can participate in the robotics club. Here, they receive guidance from teachers and alumni and can freely pursue their interests without the pressure of grades. Ms. Tran Thuy Duong also believes that to nurture these "good seeds," schools need more excellent teachers and improved facilities and learning infrastructure to create conditions for students' holistic development, in line with the spirit of talent training in the new era.

Sharing this view, Ms. Vo Thuy Duong from the British University Vietnam believes that talent training needs to be personalized, based on the individual abilities, orientations, and potential of each learner, rather than applying a uniform model. This allows each individual to maximize their strengths while being equipped with the right skills and experiences to match their career goals, thereby creating a workforce that is not only professionally competent but also possesses a strong identity and high adaptability.
